2021-1891 RESOLUTION NO. 2021-1891 A resolution authorizing the City Administration to expend funds to study the feasibility of solar photovoltaic infrastructure at the City's landfill sites. WHEREAS, the Department of Public Works Operations Division manages multiple solid waste disposal facilities; and WHEREAS, on February 8, 2021, the Janesville Common Council passed File Resolution No. 2021-1851 establishing a target for the City to become carbon neutral by 2050; and WHEREAS, solar energy is considered a "clean" and renewable energy source which creates significantly less carbon emissions than non-renewable energy sources; and WHEREAS, the City Administration first programmed in its 2018-2022 strategic plan a task to investigate the feasibility of installing solar infrastructure at the City's landfill sites; and WHEREAS, in 2020, the Council requested this item be included as a 2021 strategic plan task and funded in the 2021 Major Capital Projects Budget, and the City currently has a published Request for Qualifications seeking proposals to perform this feasibility analysis. NOW, THEREFORE BE IT RESOLVED, by the Common Council of the City of Janesville that they hereby approve and authorize the City to expend funds not to exceed $30,000 to complete a feasibility analysis for landfill solar photovoltaic infrastructure; and BE IT FURTHER RESOLVED by the Common Council that this authorization commits the Common Council to include up to $30,000 in the 2021 tax-exempt obligation promissory note issue for this purpose as permitted by the Internal Revenue Code of 1986. This declaration of official intent is consistent with the budgetary and financial circumstances of the City. The purpose of this Resolution is to satisfy the "official intent" requirement of the Treasury Regulation Section 1.150-2.
