2021-1875 FILE RESOLUTION NO. 2021-1875 A resolution proclaiming April 2021 as "Teen Alcohol Use & Abuse Awareness Month" in the City of Janesville. WHEREAS, while progress has been made, underage drinking is especially severe in Wisconsin, with 30.4% of the state's high school students reporting alcohol use in the last month and 64.5% reporting alcohol use in their lifetime, both statistics higher than the national data; and WHEREAS, adults who provide alcohol to youth place them at risk for acute impairment and threaten their long-term development and well-being often with tragic health, social, and economic consequences; and WHEREAS, nationally, more than 3,500 people under age 21 die from alcohol-related causes each year from motor vehicle crashes, homicide, suicide, alcohol poisoning, and other alcohol-related accidents; and WHEREAS, statewide, in 2018 excessive alcohol consumption contributed to 1,817 juvenile liquor law violations; and WHEREAS, in 2018 the estimated annual economic cost of binge drinking in Rock County was $82.8 million, and excessive alcohol consumption contributed to an estimated 75 alcohol-related deaths, 2,325 alcohol-related hospitalizations, and 199 alcohol-related crashes annually; and WHEREAS, it is illegal to sell, serve, or provide alcohol to underage individuals with the exception of parents, legal guardians, or spouses who are over the age of 21 years; and WHEREAS, the Janesville Police Department and Janesville Mobilizing 4 Change routinely conduct both alcohol-age compliance checks at licensed establishments and rigorously enforce laws against selling, serving, or providing alcohol to underage youth; and WHEREAS, parental support, monitoring, and communication can significantly reduce drinking among adolescents. NOW, THEREFORE, BE IT RESOLVED THAT THE COMMON COUNCIL of the City of Janesville recognizes April 2021 as"Teen Alcohol Use&Abuse Awareness Month"for the purpose of encouraging residents of this City to increase their knowledge about teen alcohol use and abuse.
