2020-1820 RESOLUTION NO. 2020 - 1820
A resolution authorizing the City Manager to accept a grant from the Center for Tech and
Civic Life for election expenses in the City of Janesville
WHEREAS, the COVID-19 pandemic has altered the manner in which citizens vote; and
WHEREAS, the city has incurred unbudgeted election expenses in order to provide safe polling
places for voters and election inspectors; and
WHEREAS, absentee voting in the City of Janesville has reach historic highs; and
WHEREAS, the Common Council of the City of Janesville recognizes the importance of
conducting safe, free, and fair elections even during the COVID-19 pandemic; and
WHEREAS, the Center for Tech and Civic Life received a private donation of $250 million to
create a COVID-19 Response Grant to assist local election jurisdictions respond to the staffing,
training and equipment necessary to conduct safe elections; and
WHEREAS, the City was awarded a grant in the amount of $183,292 to use on temporary
staffing, absentee voting equipment and supplies, and polling place rental and cleaning
expenses
NOW, THEREFORE, IT IS HEREBY RESOLVED by the Common Council of the City of
Janesville that the City Manager is authorized to accept the grant from the Center for Tech and
Civic Life in the amount of $183,000 to use for elections in the City of Janesville.
BE IT FURTHER RESOLVED, that the City Manager and his designee(s), on behalf of the City
of Janesville, is/are hereby jointly and severally authorized and empowered to negotiate, draft,
review, revise, modify, amend, execute, enter into, file and/or record agreements, amendments,
documents, reports, and letters of understanding concerning this matter, and to take whatever
additional other actions that the City Manager may determine in his sole discretion, from time to
time and at any time, necessary and/or desirable in the public interest to effectuate the intent of
this Resolution.
