2020-1791 FILE RESOLUTION NO. 2020-1791 A resolution proclaiming October 15, 2020 as "White Cane Safety Day" in the City of Janesville. WHEREAS, blindness and severe visual impairment affect approximately 100,000 Wisconsin residents; and WHEREAS, the majority of these persons use travel aids, such as a white cane or a service animal, to get around public streets, sidewalks, and places of public accommodation; and WHEREAS, Wisconsin's White Cane Law requires that motorists come to a full stop before approaching closer than 10 feet to a pedestrian who is using a white cane or service animal; and WHEREAS, careful driving and fully stopping when pedestrians are in the crosswalk is beneficial to all residents, including children, elders, and people with disabilities; and WHEREAS, persons who are blind or visually impaired have the same rights and responsibilities as other citizens, to travel, work, raise families, and pursue their various interests; and WHEREAS, since 1849, the City of Janesville has been home to the Wisconsin School for the Blind and Visually Impaired, whose graduates continue to contribute to the quality of life of our City; and WHEREAS, the City of Janesville is proud of its blind and visually impaired citizens, who contribute greatly to the overall quality of life within the community. NOW THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL at its regular meeting assembled this 12th day of October 2020 that the City of Janesville recognizes October 15, 2020 as "White Cane Safety Day" in the City of Janesville. AND BE IT FURTHER RESOLVED that we call upon the citizens of Janesville to recognize the many contributions that those who are blind or visually impaired continue to make to our community.
