Minutes 10-13-05.doc PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN Special Meeting Approved: October 24, 2005 October 13, 2005 VOL. 56 NO. 15 A special meeting of the City Council of the City of Janesville held in the Municipal Building on October 13, 2005, at 6:30 p.m. Council President Tom Wellnitz called the meeting to order. Present: Council President Tom Wellnitz, Councilmembers Addie, Brunner, DeGarmo, Williams, and Tim Wellnitz. Absent: Councilmember Brien. City Manager Sheiffer informed the Council and media that the City Council inadvertently violated the open meetings law. Four Councilmembers attended a neighborhood meeting for the Hendricks project on October 12, 2005. The Administration did not know that a quorum would be present at this meeting and we did not give the required public notice of a potential quorum of the Council. He requested that in the future, the Council notify his office if they plan on attending a public meeting. Council President Tom Wellnitz spoke at this meeting and said he was pleased that the entire neighborhood was invited to the meeting instead of a small group from the neighborhood. The other Councilmembers did not participate in the meeting, but were there to listen only. The City Council reviewed the proposed 2006 budget in its entirety. The City Manager informed the Council that the City is under levy limits and any increase in expenses must be offset by a corresponding decrease in expenses. During the review of the budgets, the City Council asked various questions and did not take any action or request additional information on the proposed budget.
