RESOLUTION NO. 2005 - 197
A Resolution establishing the National Incident Management System (NIMS) as
the City of Janesville's standard for incident management.
WHEREAS, the President of the United States of America, in Homeland Security
Directive 5, directed the Secretary of the Department of Homeland Security to
develop and administer a National Incident Management System (NIMS), to
provide a consistent nationwide approach for Federal, State, local, and tribal
governments to work together efficiently and effectively; and,
WHEREAS, it is necessary that all Federal, State, local, and tribal emergency
agencies and personnel coordinate their efforts in order to provide the highest
level of incident management; and,
WHEREAS, the NIMS procedures provide for standardized terminology,
organizational structures, interoperable communications, consolidated action
plans, uniform personnel training qualifications and certification, comprehensive
resource management, and designated Emergency Operations Centers during
emergencies and disasters; and,
WHEREAS, the City of Janesville, due to its dedication to the health, welfare,
and safety of its citizens, has implemented the NIMS system to best serve its
public in the most effective and efficient way possible in times of emergency or
disaster.
NOW, THEREFORE BE IT RESOLVED by the Common Council of the City of
Janesville that the National Incident Management System (NIMS) is hereby
established as the City of Janesville's standard for incident management.
