A resolution approving the Janesville Transit System Public Transportation Agency
Safety Plan
WHEREAS, safety is a core value of the Janesville Transit System (JTS); and
WHEREAS, Title 49, Code of Federal Regulations (CFR), Subtitle B, Chapter VI, Part 673 —
Public Transportation Agency Safety Plan ("PTASP") requires transit agencies to develop a
public transportation agency safety plan; and
WHEREAS, the City of Janesville, as a recipient of Federal Transit Administration funds for the
purpose of providing transit through JTS, must adhere to the federal regulations governing
public transit agencies and comply with PTASP requirements; and
WHEREAS, the initial plan is reviewed and approved by the Janesville City Council and future
plan updates will be reviewed and approved administratively due to the powers vested in the
City Manager through Wisconsin State Statute Chapter 64; and
WHEREAS, JTS sets forth a sufficiently explicit process for safety risk management, with
adequate means of risk mitigation for the bus transportation system; includes a process and
timeline for annually reviewing and updating the safety plan; includes a comprehensive staff
training program for all JTS personnel directly responsible for the safety of JTS; identifies an
adequately trained Chief Safety Officer who reports directly to the Accountable Executive of the
Janesville Transit System; includes adequate methods to support the execution of the PTASP
by all employees of the public transportation system; and sufficiently addresses other
requirements provided in 49 CFR Part 673.
NOW, THEREFORE, BE IT RESOLVED that the Janesville City Council hereby approves the
Janesville Transit System Public Transportation Agency Safety Plan and hereby authorize City
Administration to maintain this document on file for periodic review by the Federal Transit
Administration.
BE IT FURTHER RESOLVED, that the City Manager and his designee(s), on behalf of the City
of Janesville, is/are hereby jointly and severally authorized and empowered to negotiate, draft,
review, revise, modify, amend, execute, enter into, file and/or record additional agreements,
amendments, documents, programs, reports, and letters of understanding concerning this
matter, and to take whatever additional other actions that the City Manager may determine from
time to time and at any time, necessary and/or desirable in the public interest to effectuate the
intent of this Resolution.
