A resolution approving the Substantial Plan Amendment to the 2015-2019 Consolidated
Plan and FY2019 Action Plan for the Community Development Block Grant(CDBG)
Program and Rock County HOME Consortium Submission
WHEREAS, The Coronavirus Aid, Relief, and Economic Security (CARES) Act of 2020 allocated
additional funding for the Community Development Block Grant (CDBG) Program under the
Community Development Block Grant Coronavirus Grant(CDSG-CV) as well as relief in the form of
waivers to the CDBG and HOME Investment Partnership (HOME) programs; and
WHEREAS, the City of Janesville is an entitlement community under the CDBG Program and the
HOME Investment Partnership Program,which is administered by the U. S. Department of Housing
and Urban Development (HUD); and
WHEREAS, $255,421 is expected to be allocated as the City of Janesville's share of the CDBG-CV
funds; and
WHEREAS, the Community Development Authority(CDA) held a public hearing and evaluated the
citizen comments concerning potential activities for the City of Janesville's CDBG-CV grant and
waivers to the CDBG and the HOME Investment Partnership Program; and
WHEREAS, the CDA approved the guidelines of activities set forth in the 2020-2024 Consolidated
Plan, including_
• Housing Strategy (Housing Construction, Housing Rehabilitation, Homeownership,
Emergency Rental Assistance, and Fair Housing)
• Homeless Strategy (Housing, Operation / Support, and Prevention and Re-housing).
• Community Development Strategy (Public Service, Code Enforcement, Clearance /
Demolition, Accessibility Improvements, Neighborhood Facilities and Transportation)
• Administration, Planning and Management Strategy (Overall Coordination); and
WHEREAS, the CDA recommends that all projects funded with CDBG-CV fall within the same
approved guidelines of activities set forth in the 2020-2024 Consolidated Plan and all specific
projects return to the CDA for final approval; and
WHEREAS, HUD has approved a waiver to the Public Service Cap for FY2019 and FY2020 and the
CDA recommends the following additional allocations from the FY2019 CDBG funds:

Community Action, Inc. - $10,000
▪ ECHO - 550,000
▪ Health Net of Rock County - $55,000; and
WHEREAS, HUD has approved a waiver to the Administration and Planning Cap Requirement for
the HOME program from 10% to 25%; and,
WHEREAS, the City of Janesville is a lead agency for the Rock County HOME Consortium and
receives 51% of the Administrative and Planning funds allocated to the consortium; and,
WHEREAS, 51% of the allowable 25% of Administrative and Planning funds for the HOME
program for FY2019 is $80,049.09; and
WHEREAS, the CDA recommends approval of those additional Administrative and Planning
funds; and
WHEREAS, the CDA further recommends to the Common Council that it authorize and direct the
City Manager to execute the Substantial Plan Amendment, including the various certifications for
these funds; and
WHEREAS, the Common Council finds that it is in the community's best interest to fulfill the
requirements to secure the CDBG-CV funds for the eligible activities in the City of Janesville.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Janesville, that it
authorized and directs the City Manager to submit the Substantial Plan Amendment to the 2015-
2019 Consolidated Plan and 2019 Action Plan, including assurances contained therein and to
provide any other information requested by HUD.
BE IT FURTHER RESOLVED,that the City Manager, and his designees, are hereby authorized to
negotiate, draft, prepare, execute, file and modify such other documents, papers and agreements
ancillary and/or pertaining thereto and,from time to time,to take and/or make whatever other minor
actions and/or minor modifications to the above described agreements as the City Manager and/or
his designee may deem necessary and/or desirable to effectuate the purposes of such agreements
and the intent of this resolution.
