2020-1781 RESOLUTION NO. 2020-1781
A resolution authorizing the waiver of interest and penalties on property tax payment
installments due on or after April 1, 2020.
WHEREAS, in response to the COVID-19 pandemic, the Wisconsin Legislature enacted 2019
Wisconsin Act 185, which Governor Evers signed into law on April 16, 2020; and
WHEREAS, 2019 Wisconsin Act 185 authorizes local taxation districts to waive interest and
penalties on 2020 property tax installment payments due and payable on or after April 1, 2020 if
paid by October 1, 2020, if the County has previously adopted an enabling resolution
authorizing such a waiver; and
WHEREAS, on May 14, 2020, the Rock County Board of Supervisors adopted Resolution 20-
5A-014, enabling municipalities in Rock County to authorize the waiver of interest and penalties
on 2020 property tax installment payments due and payable on or after April 1, 2020 if paid by
October 1, 2020; and
WHEREAS, the Rock County Board of Supervisors found that all taxpayers in Rock County are
experiencing hardship because of the COVID-19 pandemic; and
WHEREAS, the Rock County Board of Supervisors authorized the City of Janesville to waive
interest and penalties for property tax installments due and payable on or after April 1, 2020 so
long as the waiver is for all taxpayers in the City of Janesville that have installment payments
due on or after April 1, 2020; and
WHEREAS, interest waivers are not authorized by Rock County Resolution 20-5A-014 for any
tax installment payment due and payable prior to April 1, 2020; and
WHEREAS, there are 6,388 properties in the City of Janesville that meet the criteria of Rock
County Resolution 20-5A-014 of having a 2020 tax installment payment due and payable on or
after April 1, 2020; and
WHEREAS, the Janesville Common Council finds that the COVID-19 pandemic has created
hardship for all taxpayers in the City of Janesville and such waiver is in the bests interests of the
community.
NOW THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL of the City of Janesville,
Rock County, Wisconsin, that interest and penalties are waived for all taxpayers within the City
of Janesville with 2020 tax installment payments due and payable on or after April 1, 2020 so
long as payment of the installment is paid by October 1, 2020.
BE IT FURTHER RESOLVED BY THE COMMON COUNCIL of the City of Janesville, Rock
County, Wisconsin, that the waiver of interest and penalties does not apply to any 2020 tax
installment payments due and payable prior to April 1, 2020.
