2020-1771 RESOLUTION NO. 2020-1771
A resolution authorizing the City Manager to proceed with the conveyance of properties located at
203 Linn Street and 320 Cherry Street to the Wisconsin Partnership for Housing Development, Inc.
WHEREAS, the City of Janesville owns the following described parcels:
PALMER & SUTHERLAND'S ADD. LOT 8 BLK.11 DAF:Pt SW1/4, Sec 36, T3N, R12E, 4th PM, City of
Janesville, Rock Co, WI JC6006838 (203 Linn Street)
PALMER & SUTHERLAND'S ADD LOT 4 BLK.16 JC6006903 (320 Cherry Street); and
WHEREAS, the City of Janesville acquired the properties located at 203 Linn Street and 320 Cherry
Street through the 2009 and 2011 Tax Foreclosure Programs for the purpose of neighborhood
improvement; and
WHEREAS, the City of Janesville has entered into an agreement with the Wisconsin Partnership for
Housing Development, Inc. (WPHD) for the construction of two single-family homes under the HOME
Investment Partnership Program; and,
WHEREAS, the WPHD expressed interest in constructing a single family home at 203 Linn Street and a
single family home at 320 Cherry Street under the HOME Investment Partnership Program; and
WHEREAS, the rehabilitation is consistent with the City of Janesville Look West and Old Fourth Ward
Neighborhood Revitalization Plans and the City of Janesville Comprehensive Plan, which call for the
revitalization of neighborhoods that have experienced decline and for the City to acquire vacant,
dilapidated, and tax-delinquent properties for rehabilitation and resale to increase owner-occupancy and
promote continued investment in existing neighborhoods; and
WHEREAS, the Plan Commission reviewed the future sale of the lots during the September 21, 2009
meeting for 203 Linn Street and September 19, 2011 meeting for 320 Cherry Street and found them to be
consistent with long range City plans, but not commenting upon the financial aspects of the transaction;
and
WHEREAS, It is in the best interest of the City to convey the vacant lots located at 203 Linn Street and
320 Cherry Street to the WPHD for the purpose of constructing a single family home on each parcel; and
WHEREAS, the newly constructed homes will be sold to income eligible households under the HOME
Investment Partnership Program.
NOW THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL of the City of Janesville that it
hereby authorizes and directs the City Manager and the City Clerk-Treasurer to execute on behalf of the
City of Janesville, the conveyance of such property; and to negotiate and execute such documents,
papers and forms as may from time to time be necessary and/or desirable to effectuate such transaction
and the intent of this resolution as the City Manager may decide; and
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to take whatever other actions
or to make whatever other minor changes that may be necessary to effectuate this land transaction.
