2020-1783 FILE RESOLUTION NO. 2020-1783
A resolution authorizing the City Manager to submit a Transportation Economic
Assistance (TEA) grant application to the Wisconsin Department of Transportation
(WisDOT) on behalf of GOEX Corporation.
WHEREAS, The Common Council of the City of Janesville recognize the economic
development benefits of assisting companies like GOEX Corporation in their expansion projects
which will result in the retention and creation of jobs and increased property tax base within the
City of Janesville; and
WHEREAS, GOEX Corporation has proposed the installation of an additional rail spur to their
Janesville facility to allow expanded production at their facility located at 802 E US Highway 14;
and
WHEREAS, the proposed production expansion and rail spur addition are consistent with the
City's Economic Development, Council Policy Statement No. 61A, Industrial Economic
Development; and
WHEREAS, the Wisconsin Department of Transportation (WisDOT) offers the Transportation
Economic Assistance (TEA) grant program to support transportation infrastructure
improvements throughout the State of Wisconsin; and
WHEREAS, the availability of State funds for transportation infrastructure design and
construction is available to GOEX Corporation in partnership with the City on a 50/50 cost share
basis; and
WHEREAS, the total preliminary estimated construction of eligible TEA costs is $490,125. Of
that amount, 50 percent will be provided by TEA grant funds that the City of Janesville receives
from WisDOT in the amount of $245,062.50 and the remaining 50 percent of $245,062.50 will
be provided directly by GOEX Corporation, with the final estimate of costs being determined
with completion of the final design; and
WHEREAS, the City of Janesville will pass through the TEA grant funds to GOEX Corporation
after completion of the railroad spur addition and consistent with a forthcoming TEA grant
agreement by and between WisDOT and GOEX Corporation. Other than passing through the
TEA Grant funding it receives from WisDOT to GOEX Corporation, the City of Janesville will not
be obligated to provide any other monies or funding for this project; and
WHEREAS, the Common Council of the City of Janesville hereby find the City's application for
the TEA Grant funding for this particular project is in the best interests of the City, its citizens,
residents, taxpayers, and the overall community.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Janesville that:
(1) each of the above recitals is reiterated and incorporated herein as if fully set forth verbatim;
and (2) the City Manager is hereby authorized to submit the TEA grant application to the
WisDOT for this project; and (3) the City Manager may take any other action as he may
determine necessary and/or desirable to facilitate the grant application and/or to effectuate the
intent of this resolution. No other City monies are being committed, promised, or provided.
