A proposed resolution to support grant requests to the Wisconsin Department of Natural
Resources for funding through the 2020 Land and Water Conservation Fund and
Stewardship Local Assistance Programs
WHEREAS, the Common Council of the City of Janesville recognizes the benefits of non-
motorized transportation infrastructure such as trails to encourage alternative transportation
modes, as well as outdoor recreational opportunities for Janesville residents and visitors from
across Wisconsin; and
WHEREAS, the Wisconsin Department of Natural Resources (DNR) is currently soliciting grant
applications for the 2020 Land and Water Conservation Fund and Stewardship Local Assistance
Programs; and
WHEREAS, the City of Janesville intends to submit the following projects for consideration
through the 2020 Land and Water Conservation Fund and Stewardship Local Assistance
Programs:
1. Construction of the Fisher Creek Trail, a proposed off-road trail extending from W. Court
Street to Dartmouth Avenue in the City of Janesville; and
2. Additional funding for the Monterey Area River Restoration.
WHEREAS, by adopting this Resolution, the Common Council of the City of Janesville declare
their intent for the City Administration to submit two grant requests to the DNR for funding through
the Land and Water Conservation Fund and Stewardship local Assistance Programs and;
WHEREAS, the grant funding allocation or award for such a project may not exceed 50 percent
of the total eligible project costs under the Land and Water Conservation Fund and Stewardship
local Assistance Programs; and
NOW, THEREFORE, IT IS HEREBY RESOLVED by the Common Council of the City of
Janesville that:
1. All above introductions and recitals are incorporated herein by reference as if fully set forth
verbatim; and
2. The City Manager is authorized and empowered by the City of Janesville to prepare and
submit applications to the Wisconsin DNR for any financial aid that may be available; and
BE IT FURTHER RESOLVED, that the City of Janesville shall comply with state or federal rules
for the programs to the general public during reasonable hours consistent with the type of facility,
and will obtain from the DNR approval in writing before any change is made in the use of the
project site.
BE IT FURTHER RESOLVED, that the City of Janesville will comply with state or federal rules
for the programs; may perform force account work; will maintain the completed project in an
attractive, inviting and safe manner; will keep the facilities open to the general public during
reasonable hours consistent with the type of facility; and will obtain from the DNR or the National
Park Service approval in writing before any change is made in the use of the project site.
BE IT FURTHER RESOLVED, that the City Manager and his designee(s), on behalf of the City
of Janesville, is hereby jointly and severally authorized and empowered to submit an application
to the State of Wisconsin DNR for any financial aid that may be available; submit reimbursement
claims along with necessary supporting documentation within six months of project completion
date; submit signed documents, and take necessary action to undertake, direct, and complete the
approved project.
