2020-1767 RESOLUTION NO. 2020-1767
A resolution recognizing Richard Gruber for his loyal and conscientious service to the
City of Janesville as a City Councilmember.
WHEREAS, Richard Gruber served the City of Janesville from 2015 to 2020 as a member of the City Council;
and
WHEREAS, Mr. Gruber served as Council Vice President in 2017 and as Council President in 2019; and
WHEREAS, during his term in office, Mr. Gruber served as a member of the Community Development
Authority, Downtown Janesville, Inc., Joint Review Board (City representative), Plan Commission, Monterey
Dam Advisory Committee, and Work Team 1 —Town Square.; and
WHEREAS, during his term, the City Council accomplished many significant projects, including the creation of
a downtown Business Improvement District; completion of the West Side Town Square, Festival Street, and
Fitness Court; construction of two new hotels; remedying the financial position of the Water Utility Fund;
securing grant funding for the replacement of all 17 JTS buses; execution of an intergovernmental agreement
with the City of Milton for shared fire services; removal of the Monterey Dam and restoration of the Monterey
area; completion of Hedberg Public Library's Transform Your Library renovation project; and creation of three
additional police officer and three additional firefighter/paramedic positions; and
WHEREAS, Mr. Gruber's knowledge, experience, and deep concern for the community and its citizens
characterized his tenure in office throughout; and
WHEREAS, Mr. Gruber performed the duties of a member of the City Council with an exemplary level of
dedication, honesty, and integrity;
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Janesville presents this
commendation to Richard Gruber in sincere appreciation for his loyal and conscientious service to the City of
Janesville.
