2020-1749 FILE RESOLUTION NO. 2020-1749
A resolution proclaiming April 2020 as "Teen Alcohol Use & Abuse Awareness Month"
in the City of Janesville.
WHEREAS, while progress has been made, underage drinking is especially severe in Wisconsin, with
28% of the state's high school students reporting alcohol use and 18% reporting binge drinking, both
statistics higher than the national data; and
WHEREAS, adults who provide alcohol to youth place them at risk for acute impairment and threaten
their long-term development and well-being often with tragic health, social, and economic
consequences; and
WHEREAS, nationally, approximately 4,300 youth and young adults experience alcohol-related
deaths each year from motor vehicle crashes, homicide, suicide, alcohol poisoning, and other alcohol-
related accidents; and
WHEREAS, in 2018, the estimated annual economic cost of binge drinking in Rock County was $82.8
million, and excessive alcohol consumption contributed to an estimated 75 alcohol-related deaths,
2,325 alcohol-related hospitalizations, and 199 alcohol-related crashes annually; and
WHEREAS, unless you are a parent, legal guardian, or spouse of an underage individual and are 21
years of age or older, it is illegal to sell, serve, or provide alcohol to underage individuals; and
WHEREAS, the Janesville Police Department and Janesville Mobilizing 4 Change routinely conduct
both alcohol-age compliance checks at licensed establishments and rigorously enforce laws against
selling, serving, or providing alcohol to underage youth; and
WHEREAS, parental support, monitoring, and communication can significantly reduce drinking among
adolescents.
NOW, THEREFORE, BE IT RESOLVED THAT THE COMMON COUNCIL of the City of Janesville
recognize April 2020 as "Teen Alcohol Use & Abuse Awareness Month" for the purpose of
encouraging residents of this City to increase their knowledge about teen alcohol use and abuse.
