2020-780 t • FILE ORDINANCE NO. 2020-780 An ordinance to recodify the Code of General Ordinances of the City of Janesville effective March 1, 2020 at 12:01 am. THE COMMON COUNCIL OF THE CITY OF JANESVILLE DO ORDAIN AS FOLLOWS: SECTION I. RECODIFICATION OF THE CODE. The Code of General Ordinances of the City of Janesville, a copy of which is available for inspection in the Clerk-Treasurer's Office, are hereby recodified into a new "Code of General Ordinances" and adopted effective Marchi, 2020 at 12:01 am. SECTION II. SAVING CLAUSE. 1. All vested rights, pending actions, and prosecutions shall continue as though no revision or change has been made in the general ordinances. 2. Processes issued or proceedings commenced shall be unaffected by the revision and all such proceedings commenced or pending may be continued and concluded under the ordinance applicable at the time they were commenced. 3. This "Code of General Ordinances" shall not in any way alter or affect any special franchise ordinances, ordinances providing for the issue and sale of bonds or other securities of a nature other than general, as the same may now be existing; all such ordinances shall continue in full force and effect as before the passage of this ordinance. SECTION III. REPEAL. Except as herein above specifically exempted from the operation of this ordinance, all ordinances of the City of Janesville inconsistent with the provisions of this ordinance are hereby repealed. SECTION IV. PENALTY FOR VIOLATIONS OF ORDINANCES. Any person who is convicted of violating any ordinance contained in this Code for which a penalty is not expressly provided in the Code, shall forfeit and pay to the City a penalty of not less than Ten Dollars ($10) nor more than Two Hundred Dollars ($200.00) for each such violation, together with the costs of prosecution.. SECTION V. SEVERABILITY OF PROVISIONS. It is the intention of the Common Council of the City of Janesville that each chapter, section, paragraph, sentence, clause, and provision of this Code is severable and if any provision shall be held unconstitutional or invalid for any reason, such decision shall not affect the remainder of the Code nor any part thereof other than those affected by such decision. SECTION VI. PROCEDURE. Pursuant to the provisions of Section 66.0103 of the Wisconsin Statutes, this "Code of General Ordinances" shall not be printed at length in the official journal but shall be referred to therein by chapter, and after the adoption and passage of this "Code of General Ordinances" the same shall be published in book form. A copy of such code shall be kept permanently on file and open for public inspection in the office of the City Clerk-Treasurer; likewise the City Manager and City Clerk-Treasurer shall provide for the distribution and sale of copies thereof to the public generally at a reasonable cost designed only to cover the cost of publication. SECTION VII. NAME AND APPLICATION. This Code shall be referred to as the "Code of General Ordinances" of the City of Janesville and all ordinances of a general nature are hereby recodified into such Code by reference. • • SECTION VIII. Whenever the word person appears in the Code of Ordinances, it shall be construed to include partnerships, associations, and corporations. SECTION IX. Whenever additional regulations are added to the chapters of the Code without any specific penalty expressly stated, the penalty for violation of the regulations shall be the penalty already specified or hereafter adopted for violations of this revision ordinance.
