Minutes 06-08-05.doc PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING (Study Session) Approved: June 27, 2005 June 8, 2005 VOL. 56 NO. 5 Special meeting of the Janesville City Council held in the Municipal Building on June 8, 2005. The meeting was called to order by Council President Tom Wellnitz at 6:30 p.m. Present: Council President Tom Wellnitz, Councilmembers Addie, Brien, Brunner, DeGarmo, Tim Wellnitz and Williams. Review of Fiscal Projections for 2006: City Manager Sheiffer reviewed the assumptions used to project the 2006 tax levy and rate. Based on the analysis, he is projecting an increase in both the tax levy and the tax rate of 4.57% and 2.27% respectively. Review of Infrastructure Plans for Northwest Janesville: Assistant City Manager Rogers reviewed the map detailing the proposed Hendricks’ development. He explained that the City has reached its capacity of serving water to this region. For further development to occur, the City would need to expand our water system. The Administration estimates that the City would need to invest $2.6 million in water and wastewater improvements to serve this area. Councilmember Brien left the meeting at 7:15 p.m. By consensus, the Council agreed to proceed with a development agreement with Mr. Ken Hendricks and with the design of the water improvements. Review of Stormwater Plans for Northeast Janesville: Assistant City Manager Rogers reviewed the need for a 60 acre drainage detention pond in the Northeast section of the City. The Administration outlined three alternatives to pay for the $2.8 million improvements. By consensus, the Council agreed to proceed with the detention pond and to have the Stormwater Utility pay for 39.8% of the costs and the remaining costs assessed against the development. Matters not on the Agenda: City Manager Sheiffer invited the Council to attend the Art Stearn’s Fire Training Site Dedication on June 11, 2005 at noon. Also, he informed the Council that we are planning on reconstructing a portion of Mineral Point Avenue and East Rotamer Road in 2006 and Austin Road in 2007.
