2020-1725 FILE RESOLUTION NO. 2020-1725 A proposed resolution in support of Federal climate legislation WHEREAS, increases in global average temperatures, the number and intensity of extreme weather events, sea level rise, and the melting of glacial and Arctic ice indicate that the global climate is changing; and WHEREAS, according the U.S. Environmental Protection Agency, the State of Wisconsin has warmed about two degrees Fahrenheit over the past century and annual precipitation has increased five to ten percent over the last half century; and WHEREAS, climate change is having and will increasingly have adverse effects on the Janesville area's potential for flooding, infrastructure, aquatic and land ecosystems, recreational opportunities, the tourism industry, the agricultural industry, air quality, and human health; and WHEREAS, the above-referenced impacts of climate change, if not effectively addressed, will likely have substantial effects on the economy and well-being of the City and its stakeholders as financial impacts from destabilized weather, extreme weather events, high water levels, etc. are large and increasing; and WHEREAS, recent reports by the United Nations' Intergovernmental Panel on Climate Change and the U.S. government indicate that to avoid the worst potential impacts of climate change, urgent action is needed to reduce carbon emissions; and WHEREAS, while the City of Janesville can and does pursue environmental initiatives at the local level, comprehensive action is needed at the national level to address climate change in a timely and effective manner. NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Janesville do hereby urge the U.S. Congress to pass effective legislation mitigating climate change without delay; and BE IT FURTHER RESOLVED, that the Common Council hereby direct the City Clerk-Treasurer to immediately send copies of this adopted resolution to Senator Tammy Baldwin, Senator Ron Johnson, and Representative Bryan Steil.
