2019-1720 RESOLUTION NO. 2019-1720 A resolution authorizing the acceptance as City property the Town Square enhancements including festival poles with street lighting, banners and receptacles, and other improvements provided by Forward Foundation, Inc. in 2019. WHEREAS, the City of Janesville wishes to revitalize the downtown by constructing various improvements along both sides of the Rock River between Court Street, Milwaukee Street, Water Street and River Street, collectively referred to as the "Town Square"; and WHEREAS, the City and Forward Foundation, Inc. entered into an agreement in March 2018 to provide and maintain specific enhancements known as "Partnership Improvements" within the Town Square; and WHEREAS, Partnership Improvements include a variety of features and enhancements including, but not limited to, festival poles with street lighting, banners and receptacles, and other improvements; and WHEREAS, private funding from the Forward Foundation and other donations funded the design, purchase of materials and installation of the following Town Square improvements in 2019: Three (3) 25- foot high festival poles with lights, banners, and receptacles; and WHEREAS, the Town Square partnership improvements are consistent with the adopted ARISE Plan and the ARISE Partnership Agreement approved by the Common Council on March 26, 2018; and WHEREAS, the Common Council hereby finds that the Town Square improvements referenced herein provide a valuable amenity to the community and the Downtown District in particular; NOW, THEREFORE BE IT RESOLVED by the Common Council of the City of Janesville, that the Janesville City Council does hereby accept Town Square enhancements in 2019; including festival street lighting poles in the Dodge Street parking lot, banners, and receptacles.
