2019-775 FILE ORDINANCE NO. 2019-775 An ordinance to amend Chapter 10 (Vehicles and Traffic) pertaining to overnight public parking in the City of Janesville with penalties as set forth in J.G.O. 10.36.060. THE COMMON COUNCIL OF THE CITY OF JANESVILLE DO ORDAIN AS FOLLOWS: SECTION I. Section 10.36.050 A. of the Code of General Ordinances of the City of Janesville is hereby amended to read as follows: Section 10.36.050 — Sleeping in vehicles unlawful A. It is unlawful for any person to sleep in a parked vehicle while on any public street, public parking lot, or park from the hours of 10:00 p.m. to 6:00 a.m., unless otherwise posted, currently sermitted at one location only, the North Traxler Boat Launch, with a sunset date on the overnight parking of October 31, 2019March 31, 2020. Be it resolved that the extension of the authorization of allowing sleeping in parked vehicles between the hours of 10:00 o'clock p.m. and 6:00 o'clock a.m. is approved; and such extension shall only apply and be extended to the Municipal Lot located at 105 North Jackson Street, Janesville, WI, USA; and that such extension of this parking privilege shall expire and be revoked on March 31, 2020, or sooner if so ordered. Furthermore, the City Manager shall immediately commence discussions with Rock County Government and/or such other agencies of the City Manager's choosing, for purposes of transferring overnight parking responsibilities to such agencies who have either the legal or mission-authorizing corporate provisions to provide such parking privileges and necessary support services, including, but not limited to, case management and other such related services that they would deem necessary. If in the event these negotiations between the City Manager and said agencies and/or organizations fails to result in the consummation of their acceptance of responsibility, such parking privilege provided for herein shall cease in any event on March 31, 2020, or before such a date if so authorized by the Common Council or by Order of the Chief of Police of the City of Janesville.
