2019-1702 RESOLUTION NO. 2019-1702
A resolution authorizing a General Fund supplemental budget appropriation for calendar
year 2019 for snow removal, the Special Accounts Fund, the Capital Projects Fund,
and contingency.
WHEREAS, the Common Council of the City of Janesville adopted a snow removal budget
totaling $1,422,320 for calendar year 2019; and,
WHEREAS, such budget is expected to be exceeded by $300,000 due to the severity of winter
weather in early 2019; and,
WHEREAS, the Special Accounts Fund has six grant accounts with negative balances equal to
$9,045 primarily due to expenses deemed ineligible by the awarding agency or expenses
occurring after the grant was closed out; and,
WHEREAS, the Capital Projects Fund's Youth Sports Complex capital project account has a
negative balance of $111,053 as of August 31, 2019, which is projected to be $90,000 after the
sale of the remaining lot; and,
WHEREAS, the General Fund supplemental budget appropriation is an amount not to exceed
five hundred and seventy-one thousand and three hundred and seventy-five dollars ($571,375)
for the following items; and,

WHEREAS, this General Fund supplemental budget appropriation is designed to remain just
under the City's Expenditure Restraint Program (ERP) limit for 2019 and maximize the City's
budgetary increase applicable to the ERP limit for 2020; and,
WHEREAS, this General Fund supplemental budget appropriation is projected to increase the
City's ERP limit by $16,538 for 2020;
NOW, THEREFORE, BE IT RESOLVED the Common Council of the City of Janesville, finds
that it is in the best interest of the City of Janesville to provide for and authorize a General Fund
supplemental budget appropriation for calendar year 2019 for snow removal, the Special
Accounts Fund, the Capital Projects Fund, and contingency; and
BE IT FURTHER RESOLVED by the Common Council of the City of Janesville that it hereby
authorizes a supplemental budget appropriation from the General Fund Undesignated Balance
to be made in an amount not to exceed five hundred and seventy-one thousand and three
hundred and seventy-five dollars ($571,375) for calendar year 2019 for snow removal, the
Special Accounts Fund, the Capital Projects Fund, and contingency.
