RESOLUTION NO. 2004-126
A resolution to support the one-way to two-way conversion of Jackson and Franklin Streets
located between Rockport Road and Mineral Point Avenue.
WHEREAS, a traffic study analyzing the potential conversion of one-way to two-way traffic
operations on Jackson Street and Franklin Street was prepared in the Spring of 2004; and
WHEREAS, the results of the traffic study indicate that implementation of the Jackson Street
and Franklin Street two-way conversion is expected to result in safe and efficient traffic
operations, maintain acceptable operating standards at the intersections, and provide residents
and businesses adjoining those streets in the downtown area with improved circulation; and
WHEREAS, public informational meetings were held on the modification ofthe Jackson and
Franklin Streets one-way pair to two-way conversion in June and September of 2004; and
WHEREAS, City Staff and the Downtown Development Alliance both recommend that a one-
way to two-way street traffic shift be implemented; and
NOW THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL of the City of
Janesville, Wisconsin, that the City Council hereby authorizes the Administration to proceed on
whatever actions as may be necessary to implement the conversion of Jackson and Franklin
Streets from one-way to two-way from Rockport Road to Mineral Point Avenue.
BE IT FURTHER RESOLVED that the City Council expresses its intent to place the necessary
monies for two-way circulation improvements for Jackson and Franklin Streets in the 2005 Note
Issue.
