RESOLUTION NO. 2004-118
A RESOLUTION AUTHORIZING A SUPPLEMENTAL APPROPRIATION TO
PROVIDE ADDITIONAL FUNDS FOR 2004 HEALTH INSURANCE ADJUSTMENTS
WHEREAS, the 2004 General Fund - Health Insurance Adjustment appropriation was based on an
anticipated increase in employee co-payment contributions; and
WHEREAS, the 2004 General Fund Budget was adopted prior to the finalization of the
Administrative Employee health insurance co-payments and the settlement of the Police, Fire, Transit, and
Law Enforcement Civilian union contracts; and
WHEREAS, the City has set the administrative employee's health insurance co-payments and
completed such union contracts establishing health insurance co-payments; and
WHEREAS, the 2004 health insurance co-payments for Administrative employees and employees
covered by the aforementioned union contracts were retained at the 2003 rates; and
WHEREAS, the 2004 General Fund Budget does not contain funds sufficient to pay for its share of
health insurance costs; and
WHEREAS, the Common Council finds that it is in the best interest of the City to provide
supplemental funding for such health insurance costs; and
WHEREAS, it is within the authority of the Common Council, pursuant to Section 65.90(5)(a),
Wisconsin Statutes to authorize and direct such supplemental appropriations.
NOW, THEREFORE, BE IT RESOLVED, pursuant to Section 65.90 (5)(a), Wisconsin Statutes,
that the Common Council of the City of Janesville hereby authorizes and directs that a supplemental
appropriation in the amount of $81,700 be made from the General Fund's Undesignated Fund Balance and
placed into the 2004 General Fund Health Insurance Adjustment budget account.
