2004-85 RESOLUTION NO. 2004-85 A Resolution Of Intent To Pursue An Intergovernmental Agreement On Issues Related To The Proposed State Highway 26 And Townhall Road Interchange Area. WHEREAS, the State of Wisconsin Department of Transportation is preparing plans for improvements to State Highway 26 between the City of Janesville and City of Milton; and WHEREAS, a full-diamond interchange is proposed for the intersection of State Highway 26 and Townhal1 Road in the Town of Harmony; and WHEREAS, the City of Janesvil1e, City of Milton and Town of Harmony agree that maintammg a community separation area with no new or expanded commercial, industrial or office in the area of this ful1-diamond interchange is in the best interest of all communities; and WHEREAS, the adoption of a Resolution indicating the intent to pursue an intergovernmental agreement is necessary to assure all parties, including the Wisconsin Department of Transportation, that agreement will be made with regards to land uses in this interchange area; NOW, THEREFORE, BE IT RESOLVED that the City of Janesvil1e Common Council hereby adopts this Resolution to express our intent to pursue an intergovernmental agreement with the City of Milton Common Council and Town of Harmony Town Board which addresses the following principles related to the proposed State Highway 26 and Townhal1 Road interchange area: 1. No new or expanded commercial, industrial or office development shall occur in an area defined in a Ij¡ mile radius from the centerline intersections of the proposed interchange at State Highway 26 with Townhall Road. This area may be adjusted and / or specified in greater detail as part of the intended intergovernmental agreement. 2. All parties support a maximum Ij¡ mile WisDOT access control length on Townhall Road extending north and south of the highway entrance ramps. 3. Identify and use this area as a community separation area between the Cities of Janesville and Milton and pursue implementation strategies to accomplish and enforce the agreement. BE IT FURTHER RESOLVED that copies of this resolution shall be submitted to the Secretary of the Wisconsin Department of Transportation and to the WisDOT District One Director.
