2019-1642 RESOLUTION NO. 2019-1642
A resolution authorizing the City Manager to enter into a land exchange along the public
greenbelt north of Midvale Drive.
WHEREAS, the City of Janesville in 2013 accepted a dedication of land from James Campbell
encompassing the mapped floodplain area located between USH 14 and Midvale Drive for
public greenbelt purposes; and
WHEREAS, James Campbell owns a parcel of land developed as the Janesville Travel Center
that is contiguous to the west perimeter of said greenbelt area; and
WHEREAS, James Campbell proposes a parking lot expansion on the Travel Center property
which includes a 3,043 s.f. encroachment into said greenbelt, defined as "Parcel A" as
illustrated on Exhibit 1; and
WHEREAS, James Campbell, in exchange for City conveyance of Parcel A, will dedicate a
4,258 s.f. parcel of land, defined as "Parcel B", to the City for public greenbelt purposes; and
WHEREAS, the Janesville Common Council finds it to be in the City's best interest and benefit
to the community and City to trade parcels of land with Mr. Campbell with no associated
financial enumeration by or from either party; and
WHEREAS, the City finds its land is surplus and appropriate for exchange and conveyance; and
WHEREAS, the Janesville Plan Commission reviewed this land transaction at their meeting of
April 1, 2019, and on a vote of 5-0-1 found this land transaction to be consistent with
established City plans though not commenting on the financial aspects of this transaction.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Janesville that
they hereby approve and authorize the City Manager and/or his designee(s) to enter into a land
exchange along the public greenbelt north of Midvale Drive; and
BE IT FURTHER RESOLVED, that the City Manager, on behalf of the City of Janesville, and
those he authorizes on his behalf is/are hereby authorized to negotiate, draft, modify, amend,
review, enter into, and file all such other documents, papers, and agreements, take whatever
other actions as the City Manager may determine, from time to time and at any time, necessary
and/or desirable to effectuate the intent of this Resolution.
