2019-1640 RESOLUTION No. 2019-1640
A proposed resolution to support a grant request to the Wisconsin Department of Natural
Resources for funding through the 2019 Land and Water Conservation Fund and
Stewardship Local Assistance Programs
WHEREAS, the City of Janesville adopted the Rock Renaissance Redevelopment and
Implementation Strategy(ARISE Plan) in February 2015; and
WHEREAS, the ARISE Plan had an extensive amount of public participation over a two-year
planning process; and
WHEREAS, the ARISE Plan calls for the development of a Town Square, a dynamic public
space centered on the Rock River; and
WHEREAS, the City has completed construction of the west bank of the Town Square with
public amenities including a festival street, a river lawn, and improvements along the Ice Age
Scenic Trail; and
WHEREAS, the City plans to include several improvements on the east bank of the Town
Square project that would greatly increase public access to the Rock River and provide
recreational opportunities; and
WHEREAS, the Wisconsin Department of Natural Resources (DNR) is currently soliciting grant
applications for the 2019 Land and Water Conservation Fund and Stewardship Local Assistance
Programs; and
WHEREAS, the grant funding allocation or award for such a project may not exceed fifty
percent of the total eligible project costs under the Land and Water Conservation Fund and
Stewardship Local Assistance Programs; and
WHEREAS, financial aid or assistance is required to carry out improvements along the east
bank of the Town Square as described in detail in the DNR application; and
WHEREAS, the City will utilize TIF General Obligation Bonds from a future Note Issue as
identified in the capital budget to satisfy the local match of grants if awarded; and
NOW, THEREFORE, IT IS HEREBY RESOLVED by the Common Council of the City of
Janesville that:
1. All above introductions and recitals are incorporated herein by reference as if fully set
forth verbatim; and
2. The City of Janesville has budgeted a sum sufficient to complete improvements along
the east bank of the Town Square; and
3. The City Manager is authorized and empowered by the City of Janesville to prepare and
submit applications to the Wisconsin Department of Natural Resources for any financial
aid that may be available; and

4. The City of Janesville shall take any and all necessary actions to undertake, direct, and
complete approved grant activities and comply with federal and state rules for the
programs including, but not limited to: appropriating, funding and/or providing all grant
required city matching contributions; submitting reimbursement claims along with
necessary supporting documentation within six months of project completion date; and
submit signed documents as may be required by the DNR;
BE IT FURTHER RESOLVED, that the City of Janesville shall comply with state or federal rules
for the programs to the general public during reasonable hours consistent with the type of
facility; and will obtain from the DNR approval in writing before any change is made in the use of
the project site.
BE IT FURTHER RESOLVED, that the City Manager and his designee(s), on behalf of the City
of Janesville, is/are hereby jointly and severally authorized and empowered to submit an
application to the State of Wisconsin Department of Natural Resources for any financial aid that
may be available; submit reimbursement claims along with necessary supporting documentation
within six months of project completion date; submit signed documents; and take necessary
action to undertake, direct, and complete the approved project.
