2018-1594 RESOLUTION NO. 2018-1594
A resolution authorizing the acceptance as City property of Town Square
enhancements including the JP Cullen. Memorial Pavilion, gateway features,
festival poles and,lighting, and other elements provided by Forward Foundation;
Inc., in 2018.
WHEREAS, the City of Janesville ("City") wishes to revitalize the downtown by
constructing various improvements along both sides of the Rock River between Court
Street, Milwaukee Street, Water Street, and River Street, collectively referred to as the
"Town Square"; and
WHEREAS, the City and Forward Foundation, Inc. entered into an agreement in March
2018 to provide and maintain specific enhancements known ,as "Partnership
Improvements" within the Town Square; and
WHEREAS, Partnership Improvements include a variety of features and enhancements
including, but not limited to, Town Square canopy structures, festival poles with lighting,
banners and receptacles, gateway features, and other improvements; and
WHEREAS, private funding from Forward Foundation and other private donations •
funded the design, purchase of materials, and installation of the following Town Square
improvements in 2018: JP Cullen Memorial Pavilion; eight 25-foot high festival poles
with lights; banners and receptacles; gateway structures on the River Street; and a
garden/planter kaleidoscope; and
WHEREAS, the Town Square Partnership Improvements are consistent with the
adopted ARISE Plan and the ARISE Agreement approved by the Common Council on
March 26, 2018; and
WHEREAS, the Common Council hereby find that the Town Square improvements
referenced herein provide a valuable amenity to the community and the Downtown
District in particular;
NOW, THEREFORE BE IT RESOLVED by the Common Council of the City of
Janesville, that the,Janesville City Council do hereby accept ownership of certain Town
Square enhancements in 2018, including, the JP Cullen Memorial Pavilion, gateway
structures, and festival street lighting poles along River Street, and the garden
kaleidoscope donated by Forward Foundation.
