An ordinance amending licensing requirements and certain fees set forth in JGO
5.04.010, 5.06.050(D), 5.20.030(E)(3)(c) and (d),5.20.030(E)(3) and (4), 5.56.050 (B), 5.56.060
(B), 8.40.040(F), 8.40.050(E), 8.64.170 (C), 16.08.610(B), and 14.16.020 in the City of
Janesville, with penalties for violations thereof as set forth respectively in JGO 5.04.180,
5.06.470,5.14.110,5.20.040, 5.56.150,8.40.090, 16.08.210, and 14.48.050.
THE COMMON COUNCIL OF THE CITY OF JANESVILLE DO ORDAIN AS FOLLOWS:
SECTION I. Section 5.04.010 of the Code of General Ordinances of the City of Janesville is
hereby amended to read as follows:
A. Amusements (Sections 5.08.010-5.08.060, 5.28.010-5.28.050, 5.72.010-5.72.140)
1. a. Amusement center license (Section 5.08.020 B.) per establishment. 5 or
more devices $205-210
b. $8-1-32 per device. Every Amusement Device requires
a separate license. Every owner and possessor of an
Amusement Device shall spay a $4-1-32 per device annual
license fee for the first 20 Amusement Devices per
premises, with a maximum annual aggregate per
device license fee of$620640 per premises. The per device
annual license fee shall be paid by all owners and
possessors of Amusement Devices whether or not the
premises constitutes an Amusement Center, and shall be
paid in addition to the Amusement Center license fee, as
applicable.
c. Such fees shall not be apportioned, regardless of the date
on which such license may be issued.
2. Each circus, menagerie, dog and pony show, ,
carnival or other outdoor amusement of similar character
(Section 5.28.010-5.28.050)

a. If not more than 25 cars are used

SECTION II. Section 5.06.050 (D) of the Code of General Ordinances of the City of Janesville
is hereby amended to read as follows:
D. Each applicant who has been granted a license to sell alcohol by the Common
Council may request one or more extensions of time within which to satisfy all conditions
precedent and/or subsequent established by statute, ordinance, policy statement, and/or special
condition(s) imposed by the alcohol license advisory committee and/or Common Council for
issuance of the license. Each extension request shall be in writing accompanied by a
I refundable $60.0065.00-extension request fee payable to and filed with the City clerk-treasurer.
No extension request shall be considered or acted upon without a filed written application,
payment of the extension fee, and payment in full of all alcohol fee(s). Granting an extension is
completely discretionary, is a privilege, is not a right and may be granted if good cause and
reasonable necessity are found by the alcohol license advisory committee, in which body the.
authority to review and grant extensions shall be vested. An extension may be granted for a
period of time not to exceed ninety (90) consecutive days, the exact duration subject to the
discretion of the alcohol license advisory committee. Subsequent extensions may be requested
and granted if the applicant follows the procedure set forth herein and timely applies and pays
the fee for consideration no later than the 15th day of the month preceding the current
extension's expiration date. In the event that: (a) an applicant fails to comply with any provision
of this ordinance; or (b) an extension expires without the-issuance of a granted license or
without a timely applied for and approved subsequent extension, such granted license shall be
void and rendered of no further force or effect, without the necessity of any further action, review
or notice by the Common Council. Any applicant whose granted license has been voided under
the provisions of this subsection may not rely upon any previously submitted application for the
same premises but shall reapply de novo and follow the procedure required for a new license
application.
SECTION III. Section 8.64.170 (C) of the Code of General Ordinances of the City of Janesville
is hereby amended to read as follows:
C. The annual fee shall be $100.00105.00 for the first vehicle, and $50.0055.00 for each
additional vehicle.
SECTION IV. Sections 5.20.030 (E)(3)(c) and 5.20.030 (E)(3)(d) of the Code of General
Ordinances of the City of Janesville are hereby amended to read as follows:
(c) Non-Motorized Food Vending Cart– Initial License Fee - $15500160.00. Each
owner or applicant shall pay an initial cart license fee of$155.00160.00 per cart at the time of
original filing, which initial fee shall be pro-rated based on the month after July 1 in which the _
initial application is filed. The initial application fee is non-refundable.
(d) Non-Motorized Food.Vending Cart,–Annual Renewal Fee - $155.00160.00. An
annual renewal fee of$155.00160.00 per cart thereafter shall be required and paid. The annual
renewal fee is non-refundable. -
SECTION V. Sections 5.20.035(E)(3) and 5.20.035(E)(4) of the.Code of General Ordinances of
the City of Janesville are hereby amended to read as follows:
(3) Truck—Initial license fee—$500.00515.00. Each owner applicant shall pay an initial truck
license fee of$500.00515.00 per truck at the time of original filing. The initial application fee is
non-refundable.
(4) Truck—Annual renewal fee—$250.00260.00. An annual renewal fee of$250.00260.00 per
truck thereafter shall be required and paid. The annual renewal fee is non-refundable.
SECTION VI. Section 5.56.050 (B) of the Code of General Ordinances of the City of Janesville
is hereby amended to read as follows:
B. The application shall be accompanied by a license fee of eighty-five dollars
($84-0085.00). In addition, the application shall be accompanied by the statement of a
physician licensed as such by the State dated within ten days of the application,
certifying that the applicant is free of contagious, infectious, or communicable diseases.
Upon receipt of any such application, accompanied by the bond or insurance required in
this chapter, and presentation of the receipt showing the payment of theprescribed fee,
the City Clerk shall notify the City Council of the application.
SECTION VII. Section 5.56.060 (B) of the Code of General Ordinances of the City of Janesville
is hereby amended to read as follows:
A. The application shall be accompanied by a license fee of two-hundred five ten dollars
($2054)8210.00) if fora massage establishment license. Upon receipt of any such
application, accompanied by the bond or insurance required in this chapter and
presentation of the receipt showing the payment of the prescribed fee, the City Clerk
shall notify the City Council of the application..
SECTION VIII. Section 8.40.050 (E) of the Code of General Ordinances of the City of Janesville
is hereby amended to read as follows:
E. Application for the nontransferable FIREWORKS STAND PERMIT shall be
accompanied with a non-refundable application FEE in the amount of Three
Hundred Twenty Dollars ($320), which fee shall be applied to help defray the
City's actual inspection and administrative review costs.
Section 8.40.040(F) of the Code of General Ordinances of the City of Janesville is hereby
amended to read as follows:
F. The fireworks display permit shall be nonrefundable, in the amount of
$1-00700105.00 and,shall not be waived.
SECTION IX. Section 16.08.610 (B) of the Code of General Ordinances of the City of Janesville
is hereby amended to read as follows:
B. The annual fee for said license shall be $100.00105.00 and shall run from July 1
to June 30. There shall be no proration of said fee for any shorter term.
SECTION X. Section 14.16.020 of the Code of General Ordinances of the City of Janesville is
hereby amended to read as follows:
14.16.020 License--Fee--Council approval. Each applicant for a sign erector's license
shall, at the time the examination is given, file an application for such license accompanied by
an eighty five seven dollar ($ 0087.00) fee with the city clerk-treasurer, who shall transmit
such application to the city council. The city council is authorized to grant a sign erector's
license to any qualified applicant. (Ord. 84 373 1(part), 1984).
I SECTION XI. This ordinance shall take effect on January 1, 2019.
