2018-1532 RESOLUTION NO. 2018-1532
A resolution authorizing a Sanitation Fund supplemental budget appropriation for
sanitary landfill capital projects in 2018
WHEREAS, the Common Council of the City of Janesville adopted a Sanitation Fund budget
totaling $8,472,703 for calendar year 2018; and,
WHEREAS, City Ordinance 8.64.540 states the Sanitation Fund must have a minimum fund
balance of 16.7% of operating expenditures; and
WHEREAS, the Sanitation Fund has a projected fund balance of $3,252,549 as of December
31, 2017, which is 46.3% of budgeted operating expenditures for calendar year 2018; and,
WHEREAS, City Ordinance 8.64.540 also states that the City Council may authorize the use of
Sanitation Fund balance in excess of the required minimum for sanitary landfill capital projects
and/or to draw down sanitary landfill debt; and
WHEREAS, the City proposes to utilize $1,978,000 in Sanitation Fund balance for sanitary
landfill capital projects in order to reduce borrowing in 2018 and decrease future debt service
payments; and
WHEREAS, the use of $1,978,000 in Sanitation Fund balance for sanitary landfill capital
projects will save the City approximately $251,375 in debt issuance and interest expenses; and
WHEREAS, if the supplemental budget appropriation is approved, the Sanitation Fund will have
a projected fund balance of $2,123,142 as of December 31, 2018, which is 30.2% of budgeted
operating expenditures for calendar year 2018; and,
NOW, THEREFORE, BE IT RESOLVED the Common Council of the City of Janesville, finds
that it is in the best interest of the City of Janesville to provide for and authorize a Sanitation
Fund supplemental budget appropriation to fund sanitary landfill capital projects for calendar
year 2018; and
BE IT FURTHER RESOLVED by the Common Council of the City of Janesville that it hereby
authorizes a supplemental budget appropriation from the Sanitation Fund Undesignated
Balance to be made in an amount not to exceed one million nine hundred and seventy eight
thousand dollars ($1,978,000) to pay the cost of sanitary landfill capital projects for calendar
year 2018.
