2018-1500 RESOLUTION NO. 2018-1500
A Resolution authorizing the City Administration to expend funds to convert the
Department of Public Works radio system to narrow band and upgrade the system to
digital capability.
WHEREAS, the Department of Public Works' current two-way radio system is outdated
and unreliable; and
WHEREAS, having a reliable two-way radio system with the ability to be interoperable
with other first responders and governmental agencies is critical to ensure the safety of
the public and City employees; and
WHEREAS, converting the Department of Public Works two-way radio system to narrow
band and upgrading to digital capability ensures reliability and interoperability;
NOW, THEREFORE BE IT RESOLVED, by the Common Council of the City of
Janesville that they hereby approve and authorize the City Administration to expend
funds not to exceed $352,000 convert the Department of Public Works' two-way radio
system to narrow band and upgrade to digital capability; and
BE IT FURTHER RESOLVED by the Common Council that this authorization commits
the Common Council to include up to $352,000 in the 2018 tax exempt obligation
promissory note issue for this purpose as permitted by the Internal Revenue Code of
1986. This declaration of official intent is consistent with the budgetary and financial
circumstances of the City. The purpose of this Resolution is to satisfy the "official intent"
requirement of the Treasury Regulation Section 1.150-2.
