A proposed resolution to authorize the borrowing of $60,000 for a National Fitness
Campaign Fitness Court
WHEREAS, the City of Janesville intends to be the first community in Wisconsin to construct a
National Fitness Campaign Fitness Court in downtown; and
WHEREAS, Rock County has the second highest rate of obesity in Wisconsin, in which 67
percent of adults are overweight or obese according to the Center for Disease Control; and
WHEREAS, the fitness court will address inactivity and obesity by providing a free exercise
facility supported by free training and instruction; and
WHEREAS, the City of Janesville adopted the ARISE: The Rock Renaissance Redevelopment
and Implementation Strategy(ARISE Program) in February 2015; and
WHEREAS, the ARISE Program serves as the City's playbook for downtown revitalization; and
WHEREAS, the proposed National Fitness Campaign Fitness Court meets the ARISE project
goal to "make the downtown the heart of the community and a fun, vibrant and healthy place to
live, work and visit for a wide spectrum of the community"; and
WHEREAS, the proposed National Fitness Campaign Fitness Court meets the ARISE Program
guiding principle to "develop a variety of places and activities attractive to a wide range of
users"; and
WHEREAS, the proposed National Fitness Campaign Fitness Court is consistent with the 2018-
2022 Strategic Plan goal "to position downtown as a vibrant neighborhood where commerce,
culture, entertainment, and history intersect" by providing a unique one-of-a-kind experience;
and
WHEREAS, the proposed National Fitness Campaign Fitness Court is consistent with the 2018-
2022 Strategic Plan goal "to advance safety and overall well-being of residents and
neighborhoods through cooperation and encouraging an active lifestyle" by providing free
exercise equipment; and
WHEREAS, the City Council intends to fund this project through the 2018 Note Issue with new
borrowed funds for playground equipment.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the Common Council of the City of
Janesville that:
1. All above introductions and recitals are reiterated and incorporated herein by reference
as if fully set forth verbatim; and
2. The proposed purchase is hereby approved and the City Administration is fully
authorized to purchase for delivery to, and use by, the City of Janesville Public Works
Department, a National Fitness Campaign Fitness Court. No funds from sources other than the
funds identified above are, or are expected to be, reserved, allocated on a long-term basis, or
otherwise set aside by the City of Janesville for this acquisition or project, except as permitted
by the Internal Revenue Code of 1986, as amended. This declaration of official intent is
consistent with the budgetary and financial circumstances of the City of Janesville. The purpose

of this Resolution is to satisfy the "official intent requirement" of Treasury Regulation Section
1.150-2' and
3. The City Manager may make such amendments, decisions, and actions concerning this
Resolution and the fitness court as he may, from time to time, decide as necessary, desirable,
and/or in the public interest.
