2017-1463 RESOLUTION NO. 2017-1463 A RESOLUTION authorizing the City of Janesville to submit a grant request to Wisconsin Economic Development Corporation (WEDC) for funding up to $250,000 through their Community Development Investment Grant. WHEREAS, the Common Council of the City of Janesville adopted the Arise: The Rock Renaissance Redevelopment and Implementation Strategy (ARISE Plan) in February 2015; and WHEREAS, the ARISE Plan calls for the development of a mixed-use or commercial development overlooking the Rock River and better incorporates the Ice Age Trail in Catalytic Site 5; and WHEREAS, the City Administration is negotiating the construction of a commercial development on 20-28 W. Milwaukee Street; and WHEREAS, the site is a high-profile downtown location directly adjacent to the West Milwaukee Street Historic District and the design of any development on the site must be compatible within this context; and WHEREAS, it may be cost prohibitive to the developer to accommodate the design of a new building with the City desired degree of visual and architectural compatibility with the surrounding context in addition to the foundation and site preparation work required due to poor soil conditions; and WHEREAS, WEDC has funds available for redevelopment projects with an emphasis on downtown community-driven efforts through their Community Development Investment Grant (CDIG); and WHEREAS, by adopting this Resolution, the Common Council declare their intent for the City Administration to submit a grant request to WEDC for funding for this and related projects through their CDIG which will require a State to City three-to-one match of the project funds with other public or private funds; and WHEREAS, the City of Janesville will maintain records documenting all expenditures made during the grant period and abide by the necessary reporting responsibilities as determined by WEDC; and WHEREAS, the City of Janesville will work cooperatively with employees, agents, and representatives of WEDC during the grant period; and WHEREAS, the City of Janesville intends to comply with all requirements of, and will submit all documents and participation requirements to, WEDC; and WHEREAS, the Common Council find that the submission for and use of each of these Grants will be in the best interests of and benefit to the City, its properties, its residents, and taxpayers. NOW, THEREFORE, IT IS HEREBY RESOLVED by the Common Council of the City of Janesville that: 1. All above introductions and recitals are reiterated and incorporated herein by reference as if fully set forth verbatim ; and 2. The City Administration is authorized on behalf of the City of Janesville to prepare and submit a Grant application for, and request funds and assistance available from, the Wisconsin Economic Development Corporation (WEDC); and 3. The City of Janesville shall take any and all necessary actions to undertake, direct, and complete approved grant activities, and comply with State and Federal rules for the program(s); and BE IT FURTHER RESOLVED, that the City Manager and his designee(s), on behalf of the City of Janesville, is/are hereby jointly and severally authorized and empowered to negotiate, draft, review, revise, modify, amend, execute, enter into, file and/or record additional Grant and related applications, agreements, amendments, documents, reports, and letters of understanding concerning this matter, and to take whatever additional other actions that the City Manager may determine in his sole discretion, from time to time and at any time, necessary and/or desirable in the public interest to effectuate the intent of this Resolution and/or the public good.
