2017-1453 RESOLUTION NO. 2017-1453 A resolution authorizing the City of Janesville to proceed with the purchase of property located at 4320 Ruger Avenue. WHEREAS, Wis. Stats 62.22(1), 62.23(17)(a), 62.23(17)(b), 66.0101, and 62.11(5) and other pertinent Wisconsin Statutes permit the City's acquisition, development, ownership, protection, and subsequent sale and/or other conveyance of surplus real property; and WHEREAS, The City of Janesville owns the Youth Sports Complex, which attracts thousands of visitors to Janesville throughout the summer; and WHEREAS, The City of Janesville owns the adjoining parcels; and WHEREAS, the property located at 4320 RugergAvenue, better known as Lot 11 Ruger Ridge 1st ADDDAF: PT NE 1/4 SEC33-T3N-R13E, 4 " PM, JANESVILLE, ROCK CO. 0233200096 is for sale; and WHEREAS, The City of Janesville wishes to acquire the property using Neighborhood and Downtown Blight Elimination funds; and, WHEREAS, The City of Janesville has a signed Offer to Purchase in the amount of $25,000; and, WHEREAS, the asking price was $59,900; and, WHEREAS, The City of Janesville intends to raze the structure(s) on the property and place it back on the market for future sale; and, WHEREAS, the Common Council hereby finds that the purchase of this property is in the best interest of and benefit to the City and community; and, WHEREAS, the Plan Commission reviewed this transaction during their August 21, 2017 meeting and found the purchase and sale to be consistent with established City plans and recommend that the City Council proceed with the purchase of this property, but further noted that the Plan Commission had not reviewed the financial aspects of this transaction; and, NOW THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF JANESVILLE that it hereby authorized and directs the City Manager and the City Clerk- Treasurer to execute on behalf of the City of Janesville the purchase of such property; and to negotiate and execute such documents, papers and forms as may from time to time be necessary and/or desirable to effectuate such transaction and the intent of this resolution as the City Manager may decide; and, BE IT FURTHER RESOLVED that the City Manager is hereby authorized to take whatever other actions or to make whatever other changes that may be necessary to effectuate this land transaction.
