2017-1452 RESOLUTION NO. 2017-1452 A resolution authorizing the City of Janesville to proceed with the sale of the property located at 522 South Blackhawk Street WHEREAS, Wis. Stats 62.22(1), 62.23(17)(a), 62.23(17)(b), 66.0101, and 62.11(5) and other pertinent Wisconsin Statutes permit the City's acquisition, development, ownership, protection, and subsequent sale and/or other conveyance of surplus real property; and, WHEREAS, the City of Janesville owns the following described parcel, better known as 522 South Blackhawk Street, Janesville, Wisconsin: BLACKHAWK ADD. LOT 32. JC5905551; and WHEREAS, The City of Janesville acquired the property located at 522 South Blackhawk Street through the Tax Foreclosure Improvement Program; and, WHEREAS, The City of Janesville issued a Request for Proposals (RFP) for the Sale and Rehabilitation of the property; and, WHEREAS, The City of Janesville received two proposal responses for the property; and, WHEREAS, The highest offer was received from Alan J. Tilton for an amount of $22,500; and, WHEREAS, Mr. Tilton has submitted all of the necessary information required by the RFP, including a budget estimate, proof of financial ability to complete the project, a proposed timeline and a standard offer to purchase; and, WHEREAS, the Common Council hereby finds that the sale of this surplus property is in the best interest of and benefit to the City and community; and, WHEREAS, the Plan Commission reviewed this transaction during their September 6, 2016 meeting and found the purchase and sale to be consistent with established City plans and recommend that the City Council proceed with the sale of this property, but further noted that the Plan Commission had not reviewed the financial aspects of this transaction; and, NOW THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF JANESVILLE that it hereby authorized and directs the City Manager and the City Clerk- Treasurer to execute on behalf of the City of Janesville the sale of such property; and to negotiate and execute such documents, papers and forms as may from time to time be necessary and/or desirable to effectuate such transaction and the intent of this resolution as the City Manager may decide; and, BE IT FURTHER RESOLVED that the City Manager is hereby authorized to take whatever other actions or to make whatever other changes that may be necessary to effectuate this land transaction.
