2017-1399 RESOLUTION NO. 2017-1399 A resolution authorizing the City Manager to proceed with the conveyance of properties located at 215 Linn Street and 410 N. Pearl Street to The Wisconsin Partnership for Housing Development (WPHD). WHEREAS, the City of Janesville owns the following described parcels: PALMER & SUTHERLAND'S ADD. LOT 6 BLK.11 JC6006836 (215 Linn Street) and MITCHELL'S SECOND ADD. NW.1/4 EX. N. 70.5' & N. 16.5' SW.1/4 LOT 41 JC5603148 (410 N Pearl Street) For informational purposes: 215 Linn Street, Janesville, WI 53548; Parcel No. 0136400218. And 410 N. Pearl Street, Janesville, WI 53548; Parcel No. 0135200517 WHEREAS, the City of Janesville acquired the property located at 215 Linn Street in April of 2010 and 410 N. Pearl in May of 2010 through the Neighborhood Stabilization Program, with the intention of demolishing the structures and donating the lots to not-for-profit organization(s) for redevelopment purposes; and WHEREAS, the City of Janesville has demolished the single-family and garage structures that were built on the sites; and WHEREAS, on November 2, 2016, the Janesville Community Development Authority approved the 2017 Annual Action Plan to include two new construction projects using HOME funding; and WHEREAS, Requests for Proposals were mailed on January 16, 2017; and WHEREAS, Neighborhood and Community Services received one proposal back; and WHEREAS, the proposal from The Wisconsin Partnership for Housing Development met all of the required criteria of the request; and WHEREAS, the properties located at 215 Linn Street and 410 N. Pearl Street are desirable residential redevelopment sites: and, WHEREAS, it is in the best interest of the City of Janesville to convey 215 Linn Street and 410 N. Pearl Street to The Wisconsin Partnership for Housing Development for construction of single-family homes: and, WHEREAS, the newly-constructed homes will be sold to an income eligible parties under the HOME Investment Partnership Program guidelines: and, NOW THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL of the City of Janesville that it hereby authorizes and directs the City Manager and the City Clerk to execute on behalf of the City of Janesville, the conveyance of such properties; and to negotiate and execute such documents, papers and forms as may from time to time be necessary and/or desirable to effectuate such transactions and the intent of this resolution as the City Manager may decide; and BE IT FURTHER RESOLVED that the City Manager is hereby authorized to take whatever other actions or to make whatever other minor changes that may be necessary to effectuate these land transactions.
