2017-1407 CITY OF JANESVILLE
RESOLUTION NO. 2017-1407
A Resolution authorizing a supplemental budget appropriation for Health Insurance costs.
WHEREAS, the Common Council of the City of Janesville adopted the 2017 General Fund budget
totaling $46,677,175; and,
WHEREAS, City-wide health insurance claims of $10,479,799 during 2016 has significantly reduced
the Insurance Fund balance; and,
WHEREAS, excess Insurance Fund balance was budgeted and returned to the General and
proprietary funds in 2011 and 2013; and,
WHEREAS, the General Fund performed better than budget and returned approximately $800,000 to
fund balance; and
WHEREAS, it is proper accounting to reflect the higher health insurance costs in the funds where
personnel are charged; and,
WHEREAS, Common Council Policy 58, Part 7 authorizes the Common Council of the City of
Janesville to provide a supplemental budget appropriation in response to, but not exclusively,
significantly expanded program activity.
NOW, THEREFORE, BE IT RESOLVED the Common Council of the City of Janesville find that it is in
the best interest of the City of Janesville to provide for and authorize a budget adjustment to transfer
$950,000 of General Fund balance to the Insurance Fund; and
BE IT FURTHER RESOLVED by the Common Council of the City of Janesville that they hereby
authorize a supplemental budget appropriation from the General Fund Undesignated Balance to be
made in an amount of Nine Hundred Fifty Thousand Dollars and 00/100 Dollars ($950,000.00) to pay
for the cost of such health insurance claims.
