2017-1397 FILE RESOLUTION NO. 2017 - 1397
A resolution proclaiming March 2017 as "Women's History Month"
in the City of Janesville.
WHEREAS, American women of every race, class, and ethnic background have made
historical contributions to the growth and strength of our Nation in countless recorded
and unrecorded ways; and
WHEREAS, American women have played and continue to play a critical economic,
cultural, and social role in every sphere of the life of the Nation by constituting a
significant portion of the labor force working inside and outside of the home; and
WHEREAS, American women have played a unique role throughout the history of the
Nation by providing the majority of the volunteer labor force of the Nation; and
WHEREAS, American women were particularly important in the establishment of early
charitable, philanthropic, and cultural institutions of our Nation; and
WHEREAS, American women of every race, class, and ethnic background served as
early leaders in the forefront of every major progressive social change movement; and
WHEREAS, American women have been leaders not only in securing their own rights of
suffrage and equal opportunity, but also in the abolitionist movement, the emancipation
movement, the industrial labor movement, the civil rights movement, and other
movements, especially the peace movement, which create a more fair and just society
for all; and
WHEREAS, Assemblypersons such as Mildred Barber, Helen Brooks, and Helen
Thompson, paved the way for other female leaders to hold legislative positions in
Wisconsin; and
WHEREAS, Assemblypersons such as Marcia P. Coggs and Gwen Moore became the
first African American women elected to serve in the state assembly (Coggs) and state
senate (Moore); and
WHEREAS, Assemblypersons such as Senator Susan Engeleiter, Senator Judith
Robson, and Senator Mary Panzer have served as high-ranking legislators through the
positions of senate minority leader and senate majority leader; and
WHEREAS, Margaret Farrow and Barbara Lawton were the first women to serve as
Lieutenant Governor in Wisconsin's history; and
WHEREAS, Tammy Baldwin became the first woman in the history of Wisconsin to be
elected to the United States Senate and the first openly LGBT person to serve in the
United States Senate; and

WHEREAS, the role of American women continues to evolve and their positive
contributions to our culture, society, and government continue to grow and inspire future
generations;
NOW, THEREFORE BE IT RESOLVED THAT THE COMMON COUNCIL of the City of
Janesville recognizes March 2017 as "Women's History Month" for the purpose of
encouraging residents of this City to increase their knowledge about the many
contributions made by women throughout our Nation and the state of Wisconsin.
