2016-1333 RESOLUTION NO. 2016 -1333 A Resolution Authorizing the Administration to Approve a Proposed Settlement Between the Wisconsin Department of Revenue and Bliss Family, LP and Bliss Communications, Inc., for Manufacturing Real Property Assessments for Property Located at 333 S. Wuthering Hills Drive and 1 S. Parker Drive. WHEREAS, Bliss Family LP and Bliss Communications, Inc. ( "Bliss ") have objected to the manufacturing property tax assessments determined by the Wisconsin Department Revenue of certain property they own, located at 333 S. Wuthering Hills Drive and 1 S. Parker Drive in the City of Janesville ( "the Properties "); and WHEREAS, the Common Council previously authorized the filing of an appeal with the Wisconsin Department of Revenue and /or the Tax Appeals Commission regarding the Manufacturing Real Estate Property Assessments regarding the 2015 assessments of the Properties in File Resolution No. 2016 - 1316; and WHEREAS, Bliss and the Wisconsin Department of Revenue have reached an agreement regarding the 2015 assessments of the Properties which would assess 333 S. Wuthering Hills Drive at $3,850,000 and 1 S. Parker Drive at $1,250,000; and WHEREAS, it is estimated that the total refund due from the City would be $31,602.98; and WHEREAS, it is in the best interest and benefit of the community to approve of this settlement between the Wisconsin Department of Revenue and Bliss; and NOW THEREFORE BE IT RESOLVED by the Common Council of the City of Janesville that the City Manager or designee are hereby authorized to approve of the settlement between the Wisconsin Department of Revenue and Bliss; and BE IT FURTHER RESOLVED, that the City Manager and his designee(s), on behalf of the City of Janesville, is hereby jointly and severally authorized and empowered to negotiate, draft, review, revise, modify, amend, execute, enter into, file and /or record additional agreements, amendments, documents and letters of understanding concerning this matter, and to take whatever additional other actions that the City Manager may determine in his sole discretion, from time to time and at any time, necessary and /or desirable in the public interest to effectuate the intent of this Resolution.
