A Resolution opposing the Wisconsin Department of Transportation's proposal andplansfor
access restrictions and improvements along a portion of State Highway 26 located between the
Ci(v of Janesville and the City of Milton, and further directing the Administration to take
whatever actions necessao; or appropriate to halt implementation of the Mate's proposed project
plans.
WHEREAS, the Wisconsin Department of Transportation (hereinafter WISDOT) is studying the
access control options for State Highway 26 within that section of the highway corridor
extending from Janesville, the southernmost origin of STH 26, north to Waupun; and
WHEREAS, State Highway 26 is a designated connector route in WISDOT's Corridor 2020
Plan; and
WHEREAS, a portion of the State Highway 26 corridor is located in the City of Janesville and
its designated growth area; and
WHEREAS, State Highway 26 is classified as a principal arterial traffic route in the City's long
range transportation plan which provides a regional connection to the City and serves local
traffic by providing access to residential neighborhoods, office and commercial development and
industrial areas; and
WHEREAS, local connectivity to State Highway 26 is of significant importance to the City,
Janesville residents, business and property owners on the City's north side; and
WHEREAS, applying WISDOT's limited access restrictions to State Highway 26, as proposed,
will adversely impact existing and future residential areas on the City's north side by increasing
and redirecting traffic through neighborhoods, and requiring that alternative access be provided
to several commercial and industrial properties in the area; and
NOW THEREFORE BE IT RESOLVED by the Common Council that the City of Janesville
is opposed to the State Department of Transportation's plans for access improvements and/or
restrictions on STH 26 and hereby directs the Administration, on behalf of the City, to take
whatever actions necessary or appropriate to halt the State's project plans, including hiring an
attorney and opposing the Final Environmental Impact Statement (EIS) for the STH 26 proposal;
and
BE IT FURTHER RESOLVED that the Common Council recommends that the Department of
Transportation pursue a "No Build" option or agree to participate in an effort to negotiate and
develop a Plan that is mutually acceptable to both the City of Janesville, area residents, property
owners and W|SDOT; and
BE IT FURTHER RESOLVED that the City Manager and/or his designees shall keep the
Common Council apprised of the effort to develop a Plan that is mutually agreeable to both the
City of Janesville and WISDOT, and shall seek, as appropriate, the advice and guidance of the
Common Council; and
BE IT FURTHER RESOLVED that the City Clerk is hereby directed to send a copy of this
Resolution to the Governor and the Secretary of the Department of Transportation.
