2016-649 ORDINANCE NO. 2016 - 649 An ordinance creating a Board of Absentee Ballot Canvassers in accordance with Wisconsin State Statutes 7.52 and 7.53(2)(m). THE COMMON COUNCIL OF THE CITY OF JANESVILLE DO ORDAIN AS FOLLOWS: SECTION I. Chapter 2.50 of the Code of General Ordinances of the City of Janesville is hereby created to read as follows: Chapter 2.50 BOARD OF ABSENTEE BALLOT CANVASSERS Sections: 2.50.010 Creation. 2.50.020 Composition 2.50.030 Canvassing of Absentee Ballots. 2.50.040 Counting of Absentee Ballots. 2.50.050 Posting. 2.50.010 Creation. . Pursuant to ss. 7.52 and 7.53 (2)(m), Wis. Stats., there is created a board of absentee ballot canvassers. 2.50.020 Composition. The board of absentee ballot canvassers shall be composed of the City Clerk, or a qualified elector of the city designated by the City Clerk, and 2 other qualified electors of the city appointed by the City Clerk for a term of 2 years commencing on January 1 of each odd - number year, except that any member who is appointed to fill a permanent vacancy shall serve for the unexpired term of the original appointee. The City Clerk may appoint additional inspectors under s. 7.30(2)(a), Wis. Stats., to assist the board in canvassing absentee ballots under this section. 2.50.030 Canvassing of Absentee Ballots. In lieu of canvassing absentee ballots at polling places under s. 6.88, Wis. Stats., the board shall canvass all absentee ballots at all elections held in the city. 2.50.040 Counting of Absentee Ballots. At every election held in the city, the board shall, any time after the opening of the polls and before 10 p.m. on election day, publicly convene to count the absentee ballots for the city. The City Clerk shall give at least 48 hours' notice of any meeting under this section. 2.50.050 Posting. The City Clerk, no later than the closing hour of the polls, shall post at his or her office and on the Internet at a site announced by the City Clerk before the polls open, and shall make available to any person upon request, a statement of the number of absentee ballots that the City Clerk has mailed or transmitted to electors and that have been returned by the closing hour on election day. w ADOPTED: June 27, 2016 Motion by: Marklein Second by: Gruber APPROVED: Councilmember Aye Nay Pass Absent Deupree X Gruber X Mark A.
