2016-1329 RESOLUTION NO. 2016 -1329
A proposed resolution to authorizing the City Manager to submit a grant application to the
Wisconsin Department of Natural Resources (WDNR) for Safe Drinking Water Loan Program
(SDWLP) Principal Forgiveness (PF) funds for private lead water service line replacements.
WHEREAS, the City of Janesville is concerned for the health and welfare of its citizens; and
WHEREAS, the City of Janesville wants to take advantage of opportunities to offer citizens to be
provided funding to replace private lead and iron water services on their properties; and
WHEREAS, the City of Janesville is eligible to apply for Principal Forgiveness (PF) funding to replace
private lead and iron water services through the Wisconsin Department of Natural Resources (WDNR)
Safe Water Drinking Loan Program (SDWLP); and
NOW, THEREFORE, IT IS HEREBY RESOLVED by the Common Council of the City of Janesville
that:
1. All above introductions and recitals are incorporated herein by reference as if fully set forth
verbatim; and
2. The City Manager is authorized and empowered by the City of Janesville to prepare and submit
applications to the State of Wisconsin Department of Natural Resources for any financial aid that may
be available; and
3. The City of Janesville shall take any and all necessary actions to undertake, direct, and complete
approved grant activities and comply with federal and state rules for the programs including, but not
limited to: funding; submitting reimbursement claims along with necessary supporting documentation
within six months of project completion date; and submit signed documents as may be required by the
WDNR;
BE IT FURTHER RESOLVED, that the City Manager and his designee(s), on behalf of the City of
Janesville, is /are hereby jointly and severally authorized and empowered to negotiate, draft, review,
revise, modify, amend, execute, enter into, file, and /or record additional applications, agreements,
amendments, documents, reports, and letters of understanding concerning this matter, and to take
whatever additional other actions that the City Manager may determine in his sole discretion, from
time to time and at any time, necessary and /or desirable in the public interest to effectuate the intent
of this Resolution and /or the public good.
