Minutes 12-22-03.docPROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN REGULAR MEETING December 22, 2003 Approved: January 12, 2004 VOL. 54 NO. 25 Regular meeting of the City Council of the City of Janesville held in the Municipal Building on December 22, 2003. The meeting was called to order by Council President Williams at 7:00 p.m. Councilmember Murphy led the Council in the Pledge of Allegiance. Present: Council President Williams, Councilmembers Addie, Steeber, Brien, Murphy and DeGarmo. Absent: Councilmember Wellnitz. CONSENT AGENDA Minutes of the regular meeting of December 8, 2003. Minutes of the special meeting of December 8, 2003. Licenses; and Recommendations of the Alcohol License Advisory Committee. Financial Statement for the month of November 2003. Donation from Janesville Conservation Club Council President Williams postponed action on the donation from the Janesville Conservation Club. He stated that the remainder of the Consent Agenda would be approved if there were no objections. There were none. OLD BUSINESS 1. Requests and comments from the public on matters which can be affected by Council action. Richard Frank, 1119 Elida Street, spoke regarding Councilmember's responsibilities, campaign issues and implementing fair business practices. Jack Damrow, 3726 Skyview Drive, questioned the process for the reconstruction of Center Avenue and requested that the medians be eliminated from the proposed plans. NEW BUSINESS 1. Council reviewed a request from the Citizen Advisory Committee on Assessing to allow access to property owner information and exterior structure photos on the City's website. Councilmember Brien moved to deny the request to place property owners' names on the website, seconded by Councilmember Steeber and passed unanimously. Councilmember Brien moved to approve the request to place exterior structure photos and to make every effort to eliminate vehicles, animals and people from the photo. The motion was seconded by Councilmember Steeber and passed unanimously. 2. A proposed ordinance rendering licenses for massage technicians and massage establishments void if application is incomplete or the license unused for more than 60 consecutive days was introduced and scheduled for public hearing on January 12, 2004. 3. Matters not on the Agenda. Council Councilmember Steeber inquired about the status of Mr. Bill McCoy's claim that he should be reimbursed for a portion of his 2002 property taxes. City Manager Sheiffer stated that it was reviewed bythe State and the tax bill was ruled fair and equitable. Also, he asked who pays for the cost of the school referendum. City Clerk-Treasurer Wulf responded that it is a regularly scheduled election and the costs would be distributed based on election law. Councilmembers Addie and Steeber requested that the Administration review the processes used by the Planning Department and Housing and Building Services. Also, they requested a schedule of fees charged by these departments. CouncilmemberAddie informed the Administration that the painted turn arrow on Kennedy Road near Milton Avenue is badly worn and should be repainted. Councilmember Murphy asked whether the City followed standard notification procedures when condemning the property at 452 Rockport Road. City Manager Sheiffer stated we properly notified the property owner and his attorney. The Council wished the citizens of Janesville and staff Happy Holidays. 4. Councilmember Steeber moved to convene into closed session pursuant to Wisconsin State Statute Section 19.85(1) (e), for the purpose of considering collective bargaining strategies since competitive or bargaining reasons require a closed session, seconded by Councilmember Addie and passed unanimously.
