2016-1293 RESOLUTION NO. 2016 -1293 A resolution authorizing the City Manager to proceed with the conveyance of properties located at 478 N. Terrace Street and 415 N. Palm Street to The Wisconsin Partnership for Housing Development, Inc. WHEREAS, the City of Janesville owns the following described parcels: NW.1 /4 LOT 25 MITCHELL'S ADD., Except the N. 80' 0135200426 For informational purposes: 478 N Terrace Street, Janesville, WI 53548; Parcel 0135200426. And MITCHELL'S 5TH ADD. LOT 193 JC5603386 For informational purposes: 415 N Palm Street, Janesville, WI 53548; Parcel 0135200751. WHEREAS, the City of Janesville acquired the properties located at 478 N. Terrace Street and 415 N. Palm Street in October 2015, through the Rock County Tax Foreclosure Program for the purpose of neighborhood improvement; and WHEREAS, the City of Janesville has entered into an agreement with The Wisconsin Partnership for Housing Development, Inc. for the rehabilitation of residential properties under the Neighborhood Stabilization Programs and the Community Development Block Grant Program. WHEREAS, the Wisconsin Partnership for Housing Development has expressed a willingness to rehabilitate two single - family residential properties at 478 N. Terrace Street and 415 N. Palm Street under the Neighborhood Stabilization Program grants and the Community Development Block Grant Programs; and WHEREAS, the rehabilitation is consistent with the City of Janesville Look West and Old Fourth Ward Neighborhood Revitalization Plans and the City of Janesville Comprehensive Plan, which call for the revitalization of neighborhoods that have experienced decline and for the City to acquire vacant, dilapidated, and tax - delinquent properties for rehabilitation and resale to increase owner- occupancy and promote continued investment in existing neighborhoods; and WHEREAS, it is in the best interest of the City of Janesville to convey 478 N. Terrace Street and 415 N. Palm Street to The Wisconsin Partnership for Housing Development for rehabilitation and; and WHEREAS, the rehabilitated homes will be sold to income - eligible parties under the Neighborhood Stabilization and Community Development Block Grant guidelines.
