Regular meeting of the Janesville City Council held in the Municipal Building on October 27, 2003.
The meeting was called to order by Council President Williams at 7:00 p.m. Councilmember Brien led the
Council in the Pledge of Allegiance.
Present: Council President Williams, Councilmembers Addie, Steeber, Brien, Murphy, and DeGarmo.
Absent Councilmember Wellnitz.
CONSENT AGENDA
Minutes of the regular meeting of October 13, 2003.
Licenses; and Recommendations of the Alcohol License Advisory Committee.
Financial statement for the month of September 2003.
Waiver of special assessment procedure for storm sewer, sidewalk and street light charges for CSM
#03021, Creekside PUD, Mike Johnson.
Council President Williams stated that the Consent Agenda would be approved if there were no objections.
There were none.
OLD BUSINESS
1. Requests and comments from the public on matters which can be affected by Council action.
Bollerud, 424 South Pearl Street, addressed Council regarding State shared revenue.

2. A proposed revised ordinance rezoning property located at 1602 and 1604 Woodman Road from R2 to
B3 received its second public hearing. Traffic Engineer John Bieberitz, answered questions from Council.
Ty Bollerud, 424 South Pearl Street, offered his suggestions for the ordinance. The public hearing was
closed. Councilmember Steeber moved to adopt said revised ordinance, seconded by Councilmember
Brien and passed by the following vote: Aye: Council President Williams, Councilmembers DeGarmo,
Steeber, and Brien. Nay: Councilmembers Addie and Murphy. (File Rev. Ord. No. 2003-194)
3. A proposed final resolution for Public Works Projects included in Bid Schedule "H" - 2003 received its
public hearing. Daniel Weitzel, 3933 Dorado Drive, expressed concern that he would be double assessed.
Ty Bollerud, 424 South Pearl Street, spoke regarding storm water issues. The public hearing was closed.
Councilmember Steeber moved to adopt said resolution with Sandhill Drive from North Wright Road to 560'
west of North Wright Road deleted, seconded by Councilmember Murphy and passed unanimously. (File

4. Award of Contracts C2003-21 (Sewer and Water); C2003-22 (Solids Processing Building Roof); and
C2003-23 (Traxler Park River Wall) for Public Works Projects. Councilmember Steeber moved to award
contract C2003-21 to R. G. Huston Co., Inc. of Cottage Grove, Wisconsin in the amount of $787,538.45;
contract C2003-22 to J. T. Roofing, Inc. of Saukville, Wisconsin in the amount of $27,056.00; and contract
C2003-23 to Greener Valley Landscaping, Inc. of Janesville, Wisconsin in the amount of $82,120.00 as
recommended by the Committee of Public Works, seconded by Councilmember DeGarmo and passed
unanimously.
NEW BUSINESS
1. Revised Council Development Policy No. 61. Councilmember DeGarmo moved to adopt Revised
Council Policy No. 61, seconded by Councilmember Murphy and passed unanimously.
2. A proposed resolution authorizing the filing of an application with the Wisconsin Historical Society for a
2004 Historic Preservation Grant. Councilmember Steeber moved to adopt said resolution, seconded by
Councilmember Brien and passed unanimously. (File Res. No. 2003-422)
3. A recommendation authorizing a special assessment non-use deferment, until subdivided, for property
on Ruger Avenue. Councilmember Steeber moved to approve a ten year non-use deferment for 3809 and
3901 Ruger Avenue, seconded by Councilmember Addie and passed unanimously.
4. A proposed Amendment #1 to the City's Agreement with the Janesville Performing Arts Center (JPAC).
Councilmember DeGarmo stated he would pass on this issue due to a conflict. Councilmember Murphy
moved to approve said amendment, seconded by Councilmember Addie and passed by the following vote:
Aye: Councilmembers Addie, Murphy, Steeber, and Brien. Nay: Council President Williams. Pass:
Councilmember DeGarmo.
5. A proposed ordinance annexing property located at the northwest corner of East Rotamer Road and
Town Hall Road was introduced and scheduled for public hearing on November 24, 2003. (File Ord. No.
2003-203)
6. A proposed ordinance zoning property located at the northwest corner of East Rotamer Road and Town
Hall Road to R1 upon annexation was introduced, referred to Plan Commission, and scheduled for public
hearing on November 24, 2003. (File Ord. No. 2003-204)
7. Matters not on the Agenda. Councilmember Steeber expressed concern about the timetable for
installation sound barriers on 1-90. Councilmember DeGarmo requested that neighborhood residents be
informed when a historic tour is conducted.
8. Closed Session. Councilmember Murphy moved to convene into closed session pursuant to Wisconsin
Statute Section 19.85(1)(c), for the purpose of considering employment, promotion, compensation or
performance evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility, seconded by Councilmember Steeber and passed unanimously.
There being no further business, Council convened into closed session at 8:26 p.m.
