Regular meeting of the Janesville City Council held in the Municipal Building on October 13, 2003.
The meeting was called to order by Council President Williams at 7:00 p.m. Councilmember Addie led the
Council in the Pledge of Allegiance.
Present: Council President Williams, Councilmembers Addie, Steeber, Brien, Murphy, DeGarmo and
Wellnitz.
CONSENT AGENDA
Minutes of the regular meeting of September 22, 2003.
Minutes of the special meeting of September 30, 2003.
Minutes of the closed session of September 30, 2003.
Licenses; and Recommendations of the Alcohol License Advisory Committee.
Council President Williams stated that the Consent Agenda would be approved if there were no objections.
There were none.
OLD BUSINESS
1. Requests and comments from the public on matters which can be affected by Council action. Faith
Vickerman and Larry Wiedenfeld, both residents of Riverview Heights Apartments located at 2025 West
Wall Street, spoke regarding how dangerous it is for residents to cross the street to get on the bus. They
presented Council with a petition requesting the bus route be changed to stop directly in front of Riverview
Heights. The Administration will review this matter and report back to the Council and residents. Billy
McCoy, 1326 Putnam Avenue, stated he had two direct legislation petitions that will be circulated; the first
petition would change our form of government from a City Manager to a City Mayor, and the second
petition would change our council from 7 Councilmembers elected at large to an aldermanic form of
government with six districts and 12 alderpersons. Richard Frank, 1119 Elida Street; Ty Bollerud, 424
South Pearl Street; and Charles Sanford, 1200 North Parker Drive, all spoke in support of the mayoral and
aldermanic form of government. Scott Olin, 243 Westridge Road, requested an ordinance change that
would allow vending on public streets and sidewalks.
2. A proposed ordinance rezoning property located at 1602 and 1604 Woodman Road from R2 to B3
received its second reading and public hearing. Councilmember Brien questioned why the traffic analysis
requirement for Woodman Road was not included in the Plan Commission minutes. The traffic analysis
will be required during the conditional use process. Councilmembers then discussed the traffic study. The
public hearing was opened. Ty Bollerud, 424 South Pearl Street, and Valerie Southwick, 1119 Ruger
Avenue suggested this development be relocated downtown. Stan Katanic, GPD Group, stated they had
complied with all traffic and City requirements. Jeffrey Stone, representing Taco Bell, gave the hours of
operation (9:30 am to 3:00 a.m.). The public hearing was closed. Councilmember Steeber moved to adopt
said ordinance, seconded by Councilmember Brien. Councilmember Addie moved to postpone said
ordinance for two weeks and send it to the Plan Commission for further review, seconded by
Councilmember Murphy and passed by the following vote: Aye: Councilmembers Addie, Murphy, Steeber,
Williams and Wellnitz. Nay: Councilmembers Brien and DeGarmo. (File Ord. No. 2003-194)
NEW BUSINESS
1. Action on a proposed resolution approving the final plat of Zermatt Hills First Addition. Councilmember
Steeber moved to adopt said resolution, seconded by Councilmember Wellnitz and passed unanimously.

2. Presentation of the proposed FY2004 City and Library Budgets. The City Council received the budget
and placed it on file for further review.
3. A proposed ordinance rezoning property located at the northeast corner of Tripp and Hayner Roads from
R3 to R1 was introduced, referred to Plan Commission, and scheduled for public hearing on November 10,

4. A proposed ordinance annexing property located east of Beloit Avenue and south of Conde Street was
introduced and scheduled for public hearing on November 10, 2003. (File Ord. No. 2003-196)
5. A proposed ordinance zoning property located east of Beloit Avenue and south of Conde Street to M2
upon annexation was introduced, referred to Plan Commission, and scheduled for public hearing on
November 10, 2003. (File Ord. No. 2003-197)
6. A proposed ordinance rezoning property located within the 300-400 block of South Walnut Street from
R3 and M1 to R2 was introduced, referred to Plan Commission, and scheduled for public hearing on
November 10, 2003. (File Ord. No. 2003-198)
7. A proposed ordinance annexing property located south and adjoining the UW-Rock County property west
of Garden Drive was introduced and scheduled for public hearing on November 10, 2003. (File Ord. No.
2003-199)
8. A proposed ordinance zoning property located south and adjoining UW-Rock County property west of
Garden Drive to R1 upon annexation was introduced, referred to Plan Commission, and scheduled for
public hearing on November 10, 2003. (File Ord. No. 2003-200)
9. A proposed ordinance annexing property located at 3942 East Rotamer Road was introduced and
scheduled for public hearing on November 10, 2003. (File Ord. No. 2003-201)
10. A proposed ordinance zoning property located at 3942 East Rotamer Road to R1 upon annexation was
introduced, referred to Plan Commission, and scheduled for public hearing on November 10, 2003. (File
Ord. No. 2003-202)
11. Matters not on the Agenda. Councilmembers Brien and Steeber requested a study session on
curfews. Councilmembers Steeber and Addie requested the administration research and prepare an
ordinance allowing street vendors. Councilmembers Murphy and DeGarmo requested background
information on a cat leash law.
There being no further business, Council adjourned at 9:16 p.m.
