2015-624 ORDINANCE NO. 2015-624 An ordinance amending Chapter 14 (Signs), Chapter 15 (Buildings and Construction) and Chapter 18 (Zoning) of the Janesville Municipal Code to modify the fee structure for permits, with penalties for violations thereof, together with injunctive relief and remedies upon default of forfeiture payment as set forth in JGO 14.48.050, JGO 15.80.110, and JGO 18.28.010. THE COMMON COUNCIL OF THE CITY OF JANESVILLE DO ORDAIN AS FOLLOWS: SECTION I. Section 14.12.050 of the Code of General Ordinances of the City of Janesville is hereby amended to read as follows: 14.12.050 Fee -- Specified. A. All signs. The permit fees for all new and/or modified signs shall be as follows: 1. For each square foot of surface area, seventy five cents ($0.75); 2. Minimum fee, Sixty dollars ($60.00) - - - .. .. .11 ; SECTION II. Section 14.24.010D of the Code of General Ordinances of the City of Janesville is hereby amended to read as follows: D. The fee for an attention - getting device permit shall Sixty dollars ($60.00) Twenty five dol ars ($25.00). SECTION III. Section 14.24.090D of the Code of General Ordinances of the City of Janesville is hereby amended to read as follows: 14.24.090 Mobile signs. Mobile signs are not permitted except as follows: A. A temporary mobile sign not to exceed seventy -two square feet may be allowed as a substitute interim sign for a period of ninety days when no other sign is on the parcel. The building inspector may extend the time allowed for a substitute interim sign for one additional thirty -day period if there is good cause shown. A permit must be obtained for such sign and a fee of Sixty dollars ($60.00) - - - .. .1! must be paid prior to use of the sign. B. One temporary mobile sign, per parcel, not to exceed seventy -two square feet may be allowed for promotional purposes for a period not exceeding thirty consecutive days once in any calendar year. A permit must be obtained for such sign and a fee of Sixty dollars ($60.00) Twenty five dollars ($25.00) must be paid prior to use of the sign. C. Any motor vehicle used on a regular basis for a bona fide business purpose other than advertising is not deemed a mobile sign and is exempt from all provisions of this title. D. In addition to the temporary mobile sign permitted in Section B. above, an additional temporary mobile sign may be allowed for each change of occupancy on the parcel. Said sign shall not exceed seventy -two square feet and may be allowed for a period not to exceed thirty consecutive days within the first three months that the new occupant is open for business. However, at no time shall more than one temporary mobile sign be permitted on the parcel. RE- INSPECTION FEE $100.00 A re- inspection fee shall be charged on residential, commercial or raze or repair building/ remodeling projects if the work for which an inspection is requested is not complete so as to be ready for an inspection, or if the work is complete but not in conformance with the applicable building code requirements and the work is still not in conformance with the applicable code requirements upon re- inspection. The property owner or general contractor shall be notified of any re- inspection fee(s) due at the time the occupancy inspection is requested. Such fees shall be paid prior to an occupancy inspection. An after -hour inspection fee shall be charged on residential, commercial or raze or repair building/remodeling projects when the inspection is performed at a time outside of normal business hours of the building inspection department. VIII. MINIMUM FEE $60.00 Exceptions: Accessory Buildings, Swimming Pools, Hot Tubs /Spas, Fences, Chicken Coops. IX. Failure to obtain a permit prior to commencement of work will result in a penalty of $100 or double the permit fee, whichever is greater, but in no event shall the penalty exceed $2,000. Permit Fees shall be submitted per Section 15.01.140 of the Code of General Ordinances of the City of Janesville. B. The Following are Subject to Permit Fees: 1. All new fixtures and appliances as indicated on the application form furnished the applicant. including water heaters, storm inlets, roof drains, and hose bibs; and permits for the replacement of 6 or more plumbing fixtures. 2. All plugged or capped openings left for future installation of fixtures; 3. When any change is made in the water, soil, waste or vent piping which necessitates the resetting of any plumbing fixture or appliance, each fixture so affected; 4. All building sewers (sanitary), building sewers (storm) and water services; 5. Clear water, water only, water and wastewater, or wastewater only meters and related piping. IV.
