Regular meeting of the Janesville City Council held in the Municipal Building on August 25, 2003.
The meeting was called to order by Council President Williams at 7:00 p.m. Councilmember Steeber
led the Council in the Pledge of Allegiance.
Present: Council President Williams, Councilmembers Addie, Steeber, Brien, Murphy, and DeGarmo.
Absent: Councilmember Wellnitz.
CONSENT AGENDA
Minutes of the closed session of July 28, 2003.
Minutes of the regular meeting of August 11, 2003.
Minutes of the special meeting of August 12, 2003.
Licenses; and Recommendations of the Alcohol License Advisory Committee.
Financial statement for the month of July 2003.
Waiver of special assessment procedure for sanitary sewer main charges for 2339 Center
Avenue, Roger and Patricia Olson.
Council President Williams stated that the Consent Agenda would be approved if there were no
objections. There were none.
OLD BUSINESS
1. Requests and comments from the public on matters which can be affected by Council action. Ty
Bollerud, 424 South Pearl Street, spoke regarding debt service and health care.
2. A proposed ordinance rezoning property within the 300-500 blocks of South Pearl Street from M1,
M2 and M4 to R2 received its second reading and public hearing. The public hearing was opened.
Speaking in support of the proposed ordinance were: Gerald Wilson, 514 South Pearl Street; Ty
Bollerud, 424 South Pearl Street; Terry Glick, 502 South Pearl Street; and Gregory Gensler, 408
South Pearl Street. Speaking in opposition to the proposed ordinance were: Jim Schonhoff,
Production Operations Manager of Cargill Inc., 411 South Pearl Street; Richard Donahue, 3735
Skyview Drive, owner of 1206 Rockport Road and 214 South Pearl Street; Jim Cowart,
Superintendent of Transportation of the Wisconsin Southern Railroad; and Joe Donahue, 3395
Howard Street, Stevens Point, WI, owner of 606 South Pearl Street. The public hearing was closed.
Councilmember Steeber moved to adopt said ordinance excluding the property at 321 South Pearl
Street, seconded by Councilmember Murphy and passed by the following vote: Aye: Council
President Williams, Councilmembers Addie, Steeber, Brien, and Murphy. Nay: Councilmember

NEW BUSINESS
1. A proposed resolution to adopt a Business Improvement District (BID) Operating Plan for
Downtown Janesville was introduced and referred to Plan Commission. (File Res. No. 2003-403)
2. A proposed resolution approving Amendment No. 2 to the Project Plan for Tax Incremental
Finance District No. 7 was introduced and referred to Plan Commission. (File Res. No. 2003-401)
3. A proposed resolution approving Amendment No. 2 to the Project Plan for Tax Incremental
Finance District No. 12 was introduced and referred to Plan Commission. (File Res. No. 2003-402)
4. A proposed ordinance rezoning property located at 1514 Woodman Road from R2 to B2 with
Parking Overlay was introduced, referred to Plan Commission, and scheduled for public hearing on
September 22, 2003. (File Ord. No. 2003-187)
5. A proposed ordinance annexing property located east of Beloit Avenue and south of Kellogg
Avenue extended was introduced and scheduled for public hearing on September 22, 2003. (File
Ord. No. 2003-188)
6. A proposed ordinance zoning property located east of Beloit Avenue and south of Kellogg Avenue
extended to M2 upon annexation was introduced, referred to Plan Commission, and scheduled for
public hearing on September 22, 2003. (File Ord. No. 2003-189)
Recommendations of the Transportation Committee:
A) A proposed ordinance establishing an all-way stop at the intersection of Deerfield Drive and
Midvale Drive was introduced and scheduled for public hearing on September 8, 2003. (File
Ord. No. 2003-190)
B) A proposed ordinance requiring 1) Greenwood Drive to stop for Midvale Drive and 2)
southbound Sharon Road to stop at its intersection with Pond Road and vacated South
Randall Avenue was introduced and scheduled for public hearing on September 8, 2003.

C) A proposed ordinance reducing the speed limit on Sharon Road from South Fremont Street
to Palmer Drive was introduced and scheduled for public hearing on September 8, 2003.

D) A proposed ordinance establishing a mid-block crosswalk on Sharon Road between Pond
Road/vacated South Randall Avenue and Palmer Drive was introduced and scheduled for
public hearing on September 8, 2003. (File Ord. No. 2003-193)
8. Matters not on the Agenda. City Manager Sheiffer stated the Palmer Park wading pool would be
open this week from 11:00 a.m. to 5:00 p.m.
9. Closed Session. Councilmember Steeber moved to convene into closed session pursuant to
Wisconsin State Statute Section 19.85(1) (e), for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified public
business, whenever competitive or bargaining reasons require a closed session, seconded by
Councilmember Addie and passed unanimously.
There being no further business, Council convened into closed session at 8:31 p.m.
