2015-610 ORDINANCE NO. 2015-610 An Ordinance implementing a Janesville Transit System semester pass fee and a replacement identification card fee with a penalty as set forth in JGO 10.76.030. THE COMMON COUNCIL OF THE CITY OF JANESVILLE DO ORDAIN AS FOLLOWS: SECTION I. Section 10.76.020 of the Code of General Ordinances of the City of Janesville is hereby amended to read as follows: 10.76.020 Bus fares -- Regular fare rates. The regular fare rates that shall be charged by the Janesville transit system are as follows: A. $.85 per ride or 10 rides for $8.50 when the 10 rides are purchased as a package of 10 prepaid tokens for senior citizens, defined as persons who are 65 years of age or older, Federal Medicare Card holders, and persons with disabilities when such individuals follow the procedures required by the Transit Director. When such procedures have not been followed, the charge shall be $1.75 per ride per passenger. B. No charge for a child under five years old when accompanied by a fare - paying passenger to a maximum of 2 children per fare - paying passenger. Organized groups of children under 5 years old must pay the regular fare. C. $1.75 per ride, or 10 rides for $14.50 when the rides are purchased as a package of 10 pre -paid tokens for all other passengers. D. No charge for any transfer from one Transit System bus to another. E. $.50 per passenger for travel in any fare zone beyond the basic service area. The basic service area is considered to be that area within the corporate limits of the city. F. $4.00 for a pass allowing an unlimited number of rides on any bus route between the hours of 8:45 a.m. and 6:15 p.m. on any service day within the basic service area. Except that persons who qualify for reduced fares as outlined in subsection A of this section, are entitled to purchase the pass for one half the regular price. G. $52.00 per month for a pass allowing unlimited bus rides on and between the dates shown on the pass on any Transit System route within the basic service area. H. $3.50 per ride or 10 rides for $30.00 when the 10 rides are purchased as a pass for travel on the Beloit - Janesville Express route to any point along the route in the basic in -city service area of the Beloit Transit System, Beloit, Wisconsin; except that persons who qualify for reduced fares as outlined in subsection A of this section are entitled to ride for one half of the regular price. I. $2.25 per ride or 10 rides for $20.00 when the 10 rides are purchased as a pass for travel on the Beloit- Janesville Express route to Blackhawk Technical College or any location within the Blackhawk Technical College fare zone. J. $3.50 per ride for Paratransit service for those disabled individuals qualifying for this service under the provisions of the Americans With Disabilities Act (ADA) and the procedures required by the Transit Director. This fare shall also apply to any person traveling as a companion, as defined by the ADA, with the disabled passenger. Personal Care Attendants as defined by the ADA, and certified as required to accompany the disabled person in question, will not be charged a fare as required by the ADA. K. $.85 per ride based on a bulk purchase charge of $85.00 for 100 tokens, when tokens are purchased by a private non - profit agency for distribution to its clients; and the agency follows certain certification procedures established by the Transit Director as a condition of eligibility to purchase said tokens at a discount. When these procedures are not followed, the charge for token purchases shall be as outlined in Sub C, above. L. $4.50 per ride or 10 rides for $40.00 when the 10 rides are purchased as a pass for travel on the Janesville - Milton - Whitewater route to any location within the City of Whitewater, Wisconsin, and the Whitewater fare zone; but not including transfer privileges to the Whitewater Shared -Ride Taxi System city service. Persons who qualify for reduced fares as outlined in subsection A of this section are entitled to ride for one half of the regular price. M. $3.00 per ride or 10 rides for $27.00 when the 10 rides are purchased as a pass for travel on the Janesville- Milton - Whitewater route to any location within the City or town of Milton, Wisconsin or the Milton fare zone and from any location within the City or Town of Milton, Wisconsin or the Milton Fare zone to any location within the City of Whitewater, Wisconsin or the Whitewater fare zone. Persons who qualify for reduced fares as outlined in subsection A of this section are entitled to ride for one half of the regular price. N. $.85 per ride based on a bulk purchase charge of $85.00 for 100 tokens, when tokens are purchased by the School District of Janesville for distribution or resale to its students; and the District follows certain certification procedures established by the Transit Director as a condition of eligibility to purchase said tokens at a discount. When these procedures are not followed, the charge for token purchases shall be as outlined in Sub C, above. 0. $140.00 per semester pass based on bulk purchase or consignment to the School District of Janesville for distribution or sale to its students; and the District follows certain certification procedures established by the Transit Director as a condition of eligibility to sell said passes. When the procedures are not followed, semester pass purchases or consignment shall discontinue. P. $3.00 replacement fee for Paratransit Identification Card; Disabled Citizen Identification Card; Senior Citizen Identification Card; and Bike on Bus Program Identification Card. THE COMMON COUNCIL OF THE CITY OF JANESVILLE DO ORDAIN AS FOLLOWS: SECTION I. Chapter 3.22 of the Code of General Ordinances of the City of Janesville is hereby amended as follows: "Chapter 3.22 MOTOR VEHICLE REGISTRATION FEE (Wheel Tax) Sections: 3.22.010 Authority 3.22.020 Purpose 3.22.030 Definitions 3.22.040 Imposition of Motor Vehicle Registration Fee 3.22.050 Administrative costs 3.22.060 Exemptions 3.22.070 Replacements 3.22.080 Deposit of fee revenues -- administration 3.22.010 Authority. This chapter is adopted pursuant to the authority granted by Wisconsin Statute § 341.35, as from time to time amended or renumbered. 3.22.020 Purpose. The purpose of this ordinance is to provide the City of Janesville a source of revenue in addition to other revenue sources currently being utilized to maintain public streets, highways, and for all other transportation - related purposes. 3.22.030 Definitions. In this chapter, a "motor vehicle" means an automobile or motor truck registered under s. 341.25 (1) (c) at a gross weight of not more than 8,000 pounds. 3.22.040 Imposition of Motor Vehicle Registration Fee. A. Pursuant to Section 341.35, Wis. Stats., an annual flat City registration fee as set forth herein in the amount of Twenty Ten Dollars ($240.00) is hereby imposed upon all motor vehicles registered in the state of Wisconsin that are customarily kept in the City. B. This fee shall be paid by the registration applicant at the time that a motor vehicle is first registered and at each time of registration renewal. C. The City registration fee shall be paid as provided in Wisconsin Statute § 341.35(5). D. The City registration fee shall be in addition to state registration fees. 3.22.050 Administrative costs. WisDOT shall retain a portion of the moneys collected equal to the actual administrative costs related to the collection of these fees (currently $0.10 per motor vehicle). The method for computing the administrative costs will be reviewed annually by WisDOT, as provided in Wisconsin Statutes § 341.35. • 3.22.060 Exemptions.The following motor vehicles are exempt from the annual Janesville vehicle registration fee: A. All vehicles exempted by Wisconsin Statutes Chapter 341 from payment of a state vehicle registration fee. B. All vehicles registered by the state under Wisconsin Statutes § 341.26 for a fee of $5. 3.22.070 Replacements. No City vehicle registration fee may be imposed on a motor vehicle which is a replacement for a motor vehicle for which a current City vehicle registration fee has been paid. 3.22.080 Deposit of fee revenues - administration. A. All moneys under the applicable statute and this chapter remitted to the City by the Wisconsin Department of Transportation or other applicable agency shall be deposited into the City's general fund. B. The City Clerk- Treasurer shall be responsible for the administration of this chapter and funds." SECTION II. This ordinance and its fees shall take effect at 12:01 o'clock a.m. on January 1, 2016, the public interest, welfare, benefit, and good so requiring, and the Common Council so finding.
