2015-1201 RESOLUTION NO. 2015 -1201
A proposed resolution to support a grant request to the Wisconsin Department of Natural
Resources for funding through the 2015 Stewardship - Urban Rivers Program.
WHEREAS, the City of Janesville adopted the ARISE: The Rock Renaissance Redevelopment
and Implementation Strategy (ARISE Plan) in February 2015; and
WHEREAS, the ARIS Plan had an extensive amount of public participation over a two -year
planning process; and
WHEREAS, the ARISE Plan calls for the development of a Town Square — a dynamic public
space centered on the Rock River — in the area currently occupied by the downtown Parking
Plaza; and
WHEREAS, the Parking Plaza is a 200+ space parking structure over the Rock River that is
rapidly deteriorating; and
WHEREAS, the ARISE Plan listed the removal of the Parking Plaza and construction of the
Town Square as the top implementation priorities; and
WHEREAS, the City anticipates issuing General Obligation bonds in the spring of 2016 to pay
for the removal of the Parking Plaza and initial Town Square improvements; and
WHEREAS, the City plans to include several improvements in the Town Square Phase 1 project
that would greatly increase public access to the Rock River and improve water quality; and
WHEREAS, the State of Wisconsin Department of Natural Resources (DNR) is currently
soliciting grant applications for assistance in constructing improvements that provide additional
recreation opportunities to area residents, improve the quality of public lands and waterways,
and increase access to and use of public waterways; and
WHEREAS, financial aid is required to carry out the Town Square Phase 1 improvements as
described in detail in the DNR application.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the Common Council of the City of
Janesville that:
1. All above introductions and recitals are incorporated herein by reference as if fully set forth
verbatim; and
2. The City Manager is authorized and empowered by the City of Janesville to prepare and
submit applications to the State of Wisconsin Department of Natural Resources for any
financial aid that may be available; and
3. The City of Janesville shall take any and all necessary actions to undertake, direct, and
complete approved grant activities and comply with federal and state rules for the programs
including, but not limited to: appropriating, funding and /or providing all grant required city
matching contributions; submitting reimbursement claims along with necessary supporting
documentation within six months of project completion date; and submit signed documents
as may be required by the DNR;
BE IT FURTHER RESOLVED, that the City of Janesville shall comply with state or federal rules
for the programs to the general public during reasonable hours consistent with the type of
facility; and will obtain from the State of Wisconsin Department of Natural Resources or the

National Park Service approval in writing before any change is made in the use of the project
site.
BE IT FURTHER RESOLVED, that the City manager and his designee(s), on behalf of the City
of Janesville, is /are hereby jointly and severally authorized and empowered to negotiate, draft,
review, revise, modify, amend, execute, enter into, file, and /or record additional applications,
agreements, amendments, documents, reports, and letters of understanding concerning this
matter, and to take whatever additional other actions that the City Manager may determine in
his sole discretion, from time to time and at any time, necessary and /or desirable in the public
interest to effectuate the intent of this Resolution and /or the public good.
