2015-1172 RESOLUTION NO. 2015 -1172 A resolution adopting The Rock Renaissance Area Redevelopment & Implementation Strategy (ARISE). WHEREAS, the Common Council of the City of Janesville recognizes the importance of the downtown area to the City's history and economic development; and WHEREAS, the steering committee known as the Downtown Revitalization Committee, with assistance provided by SAA Design Group, have prepared The Rock Renaissance Area Redevelopment & Implementation Strategy (ARISE) which is a publicly- derived vision and revitalization strategy for several key riverfront properties in downtown Janesville; and WHEREAS, ARISE is a comprehensive action strategy for the future development of downtown Janesville that encompasses land use, transportation, parking, brownfields remediation, historic building reuse, recreation and urban design recommendations; and WHEREAS, funding for ARISE was provided through a US -EPA Brownfield Area -Wide Planning Program and the ARISE strategy has been prepared in accordance with the terms of US -EPA's Brownfield Grant Program; and WHEREAS, ARISE has been prepared with the benefit of the incorporation of public comment following periodic and timely public informational meetings; and WHEREAS, ARISE will provide a guide to assist the City Council in making land use and property acquisition decisions within the downtown area and help create a vibrant, functional, diverse and sustainable downtown. NOW THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF JANESVILLE, WISCONSIN, that said City Council hereby adopts The Rock Renaissance Area Redevelopment & Implementation Strategy (ARISE) document dated February 10, 2015 as a component of the City of Janesville Comprehensive Plan.
