2015-1161 RESOLUTION NO. 2015 -1161
A resolution authorizing the City Manager to proceed with the conveyance of property
located at 527 N. Pearl Street to C. Wesley Noble.
WHEREAS, Wis. Stats. §§ 62.22(1), 62.23(17)(a), 62.23(17)(b), 66.0101, 62.11(5) and Chapter
32 and other pertinent Wisconsin Statutes permit the City's acquisition, development,
ownership, protection, and subsequent sale and /or other conveyance of rehabilitation and other
surplus real property; and
WHEREAS, the City of Janesville owns the following described parcel: Chatham Add. Lot 13
JC5502653, which is also known as 527 N. Pearl Street, Janesville, WI 53548; Tax Key No.
0126300320; and
WHEREAS, The City of Janesville acquired the property located at 527 N. Pearl Street in June
2011, for the purpose of blight elimination and neighborhood improvement; and
WHEREAS, the dilapidated home at 527 N. Pearl Street was previously demolished, which
resulted in a vacant lot; and
WHEREAS, Wesley Noble has agreed to relocate the home at 706 Prospect to 527 N. Pearl
Street if this vacant lot would be conveyed to him at no cost; and
WHEREAS, The rehabilitation of the property into a single family home is consistent with the
City of Janesville Look West and Old Fourth Ward Neighborhood Revitalization Plans and the
City of Janesville Comprehensive Plan, which call for the revitalization of neighborhoods that
have experienced decline and for the City to acquire vacant, dilapidated, and tax - delinquent
properties for rehabilitation and resale to increase owner - occupancy and promote continued
investment in existing neighborhoods; and
WHEREAS, the Plan Commission reviewed the acquisition of the property at their May 2, 2011
meeting and found the purchase, demolition, and subsequent sale and redevelopment as a
single family home sensitive to the architecture in the area to be consistent with established City
plans and recommended that the City Council proceed with the transaction, but further noted
that the Plan Commission had not reviewed the financial aspects of this transaction; and
WHEREAS, It is in the best interest of the City of Janesville and the community to convey 527
N. Pearl Street to Wesley Noble for rehabilitation and conversion of this vacant lot to a single -
family home; and
NOW THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL of the City of Janesville
that it hereby authorizes and directs the City Manager and the City Clerk to execute on behalf of
the City of Janesville, the conveyance of such property; and to negotiate and execute such
documents, papers and forms as may from time to time be necessary and /or desirable to
effectuate such transaction and the intent of this resolution as the City Manager may decide;
and
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to take whatever
other actions or to make whatever other changes that may be necessary to effectuate this land
transaction.
